Policy Planning & Development

The Oak Ridge Institute for Science and Education (ORISE) is a respected partner of federal and state agencies in efforts to protect our nation’s security and ensure our readiness to respond to emergencies. Critical to these efforts are the policies, plans, procedures, and guideline documents issued by these agencies.

Examples of our work include:

U.S. Department of Homeland Security (DHS)
ORISE has assisted DHS in developing and/or reviewing multiple national policies and plans for the DHS Contingency Planning and Support Division.

U.S. Department of Energy (DOE) Office of Emergency Management and Policy (NA-41)
ORISE supports NA-41 by coordinating technical expert assistance and managing the Emergency Management Issues Special Interest Group. These two mechanisms supply individuals to review policy and plans and to help develop and implement guidance documents.  The goal is to ensure effective, efficient, and consistent implementation of DOE emergency management policy and guidance across the department.

DOE Office of Emergency Management Implementation (NA-43)
ORISE provides technical assistance to the NA-43 with the design and development of oversight tools for emergency management programs at DOE's National Nuclear Security Administration (NNSA) site offices. ORISE also assists with the review and assessment of existing emergency management programs at NNSA sites. ORISE works with NA-43 to define standardized approaches and expectations for headquarters and site office personnel in the area of emergency management programs.

Emergency Management Policies and Plans
ORISE works with government agencies and private industries to assess existing emergency plans, procedures, and guidelines as well as to develop those that are needed. Topics range from weapons of mass destruction preparedness plans to crisis and risk communication plans.

Support for the National Incident Management System (NIMS)
ORAU helps government agencies at all levels nationwide in their efforts to comply with the standards and requirements of NIMS.
