Forecast of SSA's Contracting Opportunities for Small Business 

Fiscal Year 2008

 

FOREWORD

The "Forecast of SSA's Contracting Opportunities for Small Businesses" is published pursuant to Public Law 100-656, Business Opportunity Development Reform Act of 1988," and SSA’s plan to implement Executive Order 13170. The purpose of the Forecast is to inform small business concerns of the Social Security Administration's anticipated contracting opportunities during the cited fiscal year. It is the Social Security Administration's policy that small businesses receive a fair and equitable share of contracts awarded by the agency.

This forecast has been prepared as a marketing aid to assist small business concerns interested in the agency acquisition process.  It contains a brief description of SSA's mission and probable contracting opportunities available for small business concerns.

IMPORTANT NOTICE

The information contained in this "Forecast of SSA's Contracting Opportunities for Small Businesses" represents SSA's best estimate on the types of acquisitions that are most likely to be awarded to small business concerns.   The information contained in the forecast should assist small business participants in effectively marketing their goods and services to the Social Security Administration.  Please note that the information contained herein does not commit SSA to purchase the identified products or services, but represents the most reliable information available at the time of publication.  It is possible that the acquisition information identified may be revised and/or cancelled during the fiscal year.

SOCIAL SECURITY ADMINISTRATION

The Social Security Administration (SSA) operates the world's largest social insurance programs. SSA serves approximately 52 million people who receive Retirement, Survivors or Disability Insurance benefits, and more than 6.5 million people who receive Supplemental Security Income payments. Earning records for approximately 145 million workers are also maintained by SSA.

SSA's mission is accomplished through a nationwide field organization of 10 regional offices, 6 program service centers, and over 1,300 local offices. Through these field organizations, SSA guides and directs all aspects of the cash benefit program operations and the activities of those offices responsible for various program operations.

SSA acquires its goods and services through its Office of Acquisition and Grants, located at its Headquarters complex in Baltimore Maryland, and through Regional Contracting Officers located in the 10 regional offices nationwide. In fiscal year 2007 SSA acquired $722 million dollars in goods and services, 31% of which were awarded to small business concerns.

The Office of Acquisition and Grants has two operational acquisition offices and six divisions that acquire goods and services along functional lines as follows:

OFFICE OF INFORMATION TECHNOLOGY ACQISITIONS

DIVISION OF INFORMATION TECHNOLOGY EQUIPMENT & MAINTENANCE

This division is primarily responsible for acquiring information technology (IT) supplies and services that can be categorized as follows:

     - IT Hardware (including telecommunications) purchases
     - Maintenance of hardware

DIVISION OF INFORMATION TECHNOLOGY SUPPORT SERVICES

This division is primarily responsible for acquiring IT services that can be categorized as follows:

     - IT professional services

Division of Information Technology Software & Maintenance

This division is primarily responsible for acquiring IT services that can be categorized as follows:

- Software Purchases and Maintenance

It is estimated that during Fiscal Year 2008 the three divisions will obligate approximately $450 million in IT acquisitions. It should also be noted that the majority of IT products and services are purchased using the General Services Administration Multiple Award Schedule program. The following acquisition has been identified to be a candidate for the 8(a) program.
