SRA To Be Revised; Public Comments Invited
(Dec 31, 2003) The Federal Crop Insurance Corporation (FCIC) will renegotiate the Standard Reinsurance Agreement (SRA) for the 2005 reinsurance year. The SRA defines the terms of reinsurance between FCIC and the companies that provide insurance to the Nation’s producers. RMA is seeking

Four Individuals, One Corporation Suspended
(Dec 19, 2003) A farm corporation and four individuals were suspended from the Federal crop insurance program after being indicted for conspiracy to defraud USDA of over $12 million.
TN Agent Suspended
(Dec 19, 2003) Dean Payne (Payne Insurance Company, Greenville, TN) was suspended from the Federal crop insurance program following his indictment on four counts of conspiracy to defraud USDA of over $57,000.

(Dec 5, 2003) Federal crop insurance "has been expanded and it now covers about $40 billion in liability to cover production and revenue risk."
$4 Million Farm Subsidy Fraud Alleged
(PDF) (Dec 3, 2003) The U.S. Attorney's Office in Minneapolis filed a civil complaint recently alleging a $4 million fraud by one of the largest recipients of farm subsidies in the United States. RMA assisted in the investigation.

Adjusted Gross Revenue-Lite Now Available to Underserved States
(Revised Nov 10, 2003) USDA’s Risk Management Agency (RMA) today announced that the Adjusted Gross Revenue-Lite (AGR-Lite) insurance plan is now available to purchase through January 31 to producers in 12 historically underserved states for the 2004 crop year.

Reporting Requirements Reminder
(PDF) (Sep 26, 2003) RMA reminds producers and insurance providers that spouses are presumed to have a substantial beneficial interest (SBI) for crop insurance reporting purposes. A spouse's share is presumed to be 50 percent unless evidence is provided to show differently. SBI information should be collected for new insureds by the sales closing date for the crop (including new crops) and for carryover policyholders by the acreage reporting date.

Board of Directors (FCIC Board) has voted to expand the Adjusted Gross Revenue-Lite (AGR-Lite) pilot program and the Livestock Risk Protection Pilot Plan of Insurance for Swine (LRP-Swine).

(Aug 6, 2003) The Federal Crop Insurance Corporation (FCIC) Board at its meeting last week voted to expand and modify the AGR-Lite program of insurance to additional underserved States, and to expand the Livestock Risk Protection (LRP) program for swine to 10 additional States, both beginning the 2004 crop year.

RMA Seeks Quality Adjustment Comments

RMA is now seeking input from all interested parties on the final report, and recommendations for improvements to the quality adjustment procedures. Updated Citrus Canker Quarantine Zones Announced
(PDF) (Jul 31, 2003) Asiatic Citrus Canker (ACC) is an insurable cause of loss for the Florida Fruit Tree Pilot Program. Policy provisions state that if a quarantine zone has been established, insurance applicants must obtain an acceptable ACC Underwriting Certification to be eligible for ACC coverage.

Statement on Severe Crop Conditions in the U.S.
(Jun 27, 2003) Current severe weather conditions not only destroy crops but may delay or prevent planting entirely. Excessive precipitation can also create favorable conditions for damaging weeds and insects. RMA reminds producers that the agency provides producers with appropriate risk management tools for severe weather conditions.

Insurance Agency Suspended
(Jun 19, 2003) RMA issued suspension notices on June 11 against Wendell Mints, Sr., of Vernon, TX, and against Wendell Mints Insurance Agency and 4M Partnership. The suspensions were primarily based on an indictment issued by the U.S. District Court for the Northern District of Texas, which indicted Mints on charges of conspiracy, filing false claims, and making false statements.

Small Grains Final Rule Published
(PDF) (Jun 11, 2003) RMA has published a rule finalizing amendments to the Small Grains Crop Insurance Provisions and the Wheat Crop Insurance Winter Coverage Endorsement. The new provisions will be effective beginning with the 2004 crop years.

(PDF) (Jun 5, 2003) Wimbleton, ND producer Duane Huber was sentenced to 5 years" imprisonment and repayment of monies owed for charges of money laundering, conspiracy to defraud federal agencies, false statements, and filing false tax returns in connection with federal farm and crop insurance programs. FCIC Board of Directors
approved expansion of CRC for wheat to include all counties where multiple-peril crop insurance is offered for winter wheat in DE, MD, and PA. Revisions to the way prices are determined for winter wheat in AR, CA, and certain soybean counties in TX were also approved. Changes are effective for 2004 crops.

(PDF) (May 13, 2003) Producers in CO, KS, LA, MN, MT. NE, NC, SD, and VA will be eligible for Revenue Assurance protection on certain 2004 crops.
More NY Coverage
(PDF) (May 13, 2003) The FCIC Board of Directors approved expansion of CRC wheat coverage into NY to all counties (17) that have multiple-peril coverage available for the crop. In order to adapt the program to NY wheat, a proxy price was established based on the Chicago Board of Trade wheat futures contract. The new program will be available for the 2004 crop.
