FEMA Announces Fiscal Year 2008 CEDAP Application Period
On May 30, 2008, the U.S. Department of Homeland Security’s (DHS) Federal Emergency Management Agency (FEMA) opened the application period for approximately $16 million in
equipment and training awards through its 2008 Commercial Equipment Direct Assistance Program (CEDAP). Since its inception in fiscal year (FY) 2005, more than $104 million
in equipment and training has been awarded through CEDAP to law enforcement agencies, fire departments and other emergency responders.
FY 2008 Preparedness Grants
The Department of Homeland Security (DHS) has announced the release of application guidance for 14 federal grant programs whose collective purpose is to strengthen prevention,
protection, response and recovery capabilities at all levels of government.
FY 2007 Commercial Equipment Direct Assistance Program (CEDAP) Awards
The U.S. Department of Homeland Security (DHS) has announced the award of $33.7 million to fund equipment and training for first responders across the nation as
a part of the fiscal year 2007 Commercial Equipment Direct Assistance Program (CEDAP). Since the program’s inception in 2005, DHS has provided roughly 5,800 direct assistance
awards worth more than $103 million for all hazards in smaller jurisdictions nationwide.
FY 2008 Real ID Grant Guidance and Application Kit
The U.S. Department of Homeland Security (DHS) has released grant guidance and application kits for two grant programs totaling more than $35 million to assist
states in preparing for REAL ID implementation. REAL ID addresses a core 9/11 Commission finding to enhance the security, integrity and protection of licensing and identification
systems nationwide, and was mandated by Congress.
$137 Million for Preparedness Training, Nonprofit Grants an Investment
The Department awarded over $113 million in grant money under two programs that strengthen the coordinated training efforts of homeland security preparedness.
The Homeland Security National Training Program has $84 million; the Competitive Training Grant Program,
$29.1 million for innovative training programs addressing high-priority training needs. In addition, Urban Areas Security Initiative Nonprofit Security Grant Program awards totaled
over $24 million.
Secretary Chertoff described these grant programs as “vital in preparing the nation for dealing with all types of disasters.”

FY 2007 Staffing for Adequate Fire and Emergency Response (SAFER) program
The SAFER Grant was created to provide funding directly to fire departments and volunteer firefighter interest organizations in order to help them increase the number of trained, "front-line" firefighters available in their communities.

Public Safety Interoperable Communications (PSIC) Grants
The PSIC grant program will assist public safety agencies in the acquisition, deployment, and training of interoperable communications systems to enhance interoperable communications of voice, data, and/or video signals.

2007 Homeland Security Grant Program (HSGP)
The Department of Homeland Security announced final Fiscal Year (FY) 2007 Homeland Security Grant Program (HSGP) awards totaling $1.7 billion. The six urban areas at
highest risk of a terrorist attack--New York City/Northern New Jersey, the National Capital Region, Los Angeles/Long Beach, the California Bay Area, Houston, and Chicago--
received almost $411 million. Since September 11, 2001, DHS has invested $23 billion in state and local government preparedness

FY 2007 Infrastructure Protection Program (IPP)
The DHS Infrastructure Protection Program (IPP) is designed to strengthen the Nation’s ability to protect critical infrastructure facilities and systems.
IPP is comprised of five separate grant programs:
- Transit Security Grant Program (TSGP)
- Port Security Grant Program (PSGP)
- Intercity Bus Security Grant Program (IBSGP)
- Trucking Security Program (TSP)
- Buffer Zone Protection Program (BZPP)
Funding under these grant programs will total roughly $445 million for State, local and private industry infrastructure protection initiatives.
Together, these grants fund a range of preparedness activities, including strengthening infrastructure against explosive attacks, preparedness, planning, equipment purchase, training, exercises, and security management and administration costs.
IPP programs support objectives outlined in the interim National Preparedness Goal and related national preparedness doctrine, such as the National Incident Management System, the National Response Plan, and the National Infrastructure Protection Plan.

FY 2007 Urban Areas Security Initiative (UASI) Nonprofit Security Grant Program (NSGP)
April 27, 2007 - The U.S. Department of Homeland Security (DHS) announced today that nonprofit organizations in the 46 designated UASI areas are eligible to apply for funds as part of the Fiscal Year (FY) 2007 Urban Areas Security Initiative (UASI) Nonprofit Security Grant Program (NSGP). This grant program will provide over $24 million to eligible 501(c)(3) organizations who are deemed high-risk of a potential international terrorist attack.

FY 2006 Fire Prevention and Safety Grants (FP&S)

FY 2007 Competitive Training Grant Program (CTGP)
April 17, 2007 - The Department of Homeland Security’s Federal Emergency Management Agency (FEMA) announced the availability today of $29.1 million to eligible state, local, tribal, and territorial governments, national associations, higher education institutions, non-profit organizations, and private sector businesses as a part of the 2007 Competitive Training Grant Program (CTGP).

FY 2007 Assistance to Firefighters Grant (AFG) program
The U.S. Department of Homeland Security announced the start of the fiscal year 2007 application period for the Assistance to Firefighters Grant (AFG) program. More than $492.3 million will be awarded this year to fire departments and nonaffiliated emergency management organizations across the nation, bringing the total provided through this program since 2004 to roughly $2.2 billion.

FY 2007 Emergency Management Performance Grant (EMPG)
Emergency management is a vital part of the Department of Homeland Security’s preparedness mission and EMPG directly supports the Nation’s emergency management community.
The FY 2007 EMPG Program provides $194 million in critical assistance to sustain and enhance state and local emergency management capabilities. FY 2007 EMPG allowable costs remain
consistent with previous fiscal years and have been divided into planning, organization, equipment, training, and exercises categories. In addition, management and administration costs are allowable.
