    FY 2008 Grant Programs

    Real ID Grant Guidance and Application Kit

    The U.S. Department of Homeland Security (DHS) has released grant guidance and application kits for two grant programs totaling more than $35 million to assist states in preparing for REAL ID implementation. REAL ID addresses a core 9/11 Commission finding to enhance the security, integrity and protection of licensing and identification systems nationwide, and was mandated by Congress.

    FY 2007 Grant Programs

    FY 2007 Infrastructure Protection Program: Transit Security Grant Program (TSGP) and Port Security Grant Program (PSGP) Supplemental, and FY 2007 Emergency Management Performance Grant (EMPG) program supplemental

    The Department of Homeland Security (DHS) released today supplemental Fiscal Year (FY) 2007 grant guidance and application kits for three grant programs: the Port Security Grant Program (PSGP), Transit Security Grant Program (TSGP), and Emergency Management Performance Grant (EMPG) Program. The supplemental announcement of $260 million is in addition to $567 million awarded from the regular FY 2007 appropriations for these programs, totaling roughly $827 million this fiscal year.The Department of Homeland Security (DHS) released today supplemental Fiscal Year (FY) 2007 grant guidance and application kits for three grant programs: the Port Security Grant Program (PSGP), Transit Security Grant Program (TSGP), and Emergency Management Performance Grant (EMPG) Program.     Public Safety Interoperable Communications (PSIC) Grants

    The Department of Commerce’s National Telecommunications and Information Administration (NTIA), in consultation with the Department of Homeland Security (DHS), was authorized to establish and administer the Public Safety Interoperable Communications (PSIC) Grant Program as directed by Section 3006 of the Deficit Reduction Act of 2005 (Pub. L. No. 109-171.) The Call Home Act of 2006 (Pub. L. No. 109-459) required NTIA to make grant awards by September 30, 2007. Under this PSIC Grant Program, $968,385,000 will be made available in grants to the 50 States, the District of Columbia, Puerto Rico, American Samoa, Guam, Northern Mariana Islands, and U.S. Virgin Islands. The Governor of each State and Territory has designated a State Administrative Agency (SAA) which can apply for and administer the funds under the PSIC Grant Program. The SAA is responsible for obligating PSIC funds to eligible pass-through recipients, which is statutorily defined as a public safety agency that is a State, local, or tribal government entity or nongovernmental organization authorized by such entity, whose sole or principal purpose is to protect safety of life, health, or property. The PSIC Grant Program is designed to assist public safety agencies in the acquisition of, deployment of, or training for the use of interoperable communications systems that utilize – or enable interoperability with communications systems that can utilize – reallocated 700 MHz spectrum for radio communications.

    FY 2007 Homeland Security Preparedness Technical Assistance Program (HSPTAP)

    The Homeland Security Preparedness Technical Assistance Program (HSPTAP) is a capabilities-based program that is structured to build and sustain State and local capacity in preparedness activities. Under this vision, the technical assistance (TA) services developed and delivered to State and local homeland security personnel address the full spectrum of mission areas, national priorities, and target capabilities outlined in the National Preparedness Goal (the Goal). As capability gaps are identified, the HSPTAP develops services to address those needs and build priority capabilities in the most critical areas. The HSPTAP is designed to be an agile program that addresses present day areas of greatest State and local need; is committed to transferring and institutionalizing knowledge at the State and local level; provides a dynamic menu of services that is responsive to national priorities; is performancebased; and effectively leverages limited resources. HSPTAP provides direct assistance to State, regional, local, and Tribal jurisdictions to improve their ability to prevent, protect against, respond to, and recover from major events, including threats or acts of terrorism.

    FY07 Urban Areas Security Initiative (UASI) Nonprofit Security Grant Program (NSGP)

    April 27, 2007 - The U.S. Department of Homeland Security (DHS) announced today that nonprofit organizations in the 46 designated UASI areas are eligible to apply for funds as part of the Fiscal Year (FY) 2007 Urban Areas Security Initiative (UASI) Nonprofit Security Grant Program (NSGP). This grant program will provide over $24 million to eligible 501(c)(3) organizations who are deemed high-risk of a potential international terrorist attack.

    FY 2007 Commercial Equipment Direct Assistance Program (CEDAP)

    FY 2007 Competitive Training Grant Program (CTGP)

    The Department of Homeland Security’s Federal Emergency Management Agency (FEMA) announced the availability today of $29.1 million to eligible state, local, tribal, and territorial governments, national associations, higher education institutions, non-profit organizations, and private sector businesses as a part of the 2007 Competitive Training Grant Program (CTGP).

    FY 2007 Infrastructure Protection Program (IPP)

    The DHS Infrastructure Protection Program (IPP) is designed to strengthen the Nation’s ability to protect critical infrastructure facilities and systems. IPP is comprised of five separate grant programs:

    • Transit Security Grant Program (TSGP)
    • Port Security Grant Program (PSGP)
    • Intercity Bus Security Grant Program (IBSGP)
    • Trucking Security Program (TSP)
    • Buffer Zone Protection Program (BZPP)

    Funding under these grant programs will total roughly $445 million for State, local and private industry infrastructure protection initiatives. Together, these grants fund a range of preparedness activities, including strengthening infrastructure against explosive attacks, preparedness, planning, equipment purchase, training, exercises, and security management and administration costs. IPP programs support objectives outlined in the interim National Preparedness Goal and related national preparedness doctrine, such as the National Incident Management System, the National Response Plan, and the National Infrastructure Protection Plan.

    FY 2007 Homeland Security Grant Program (HSGP)

    The Department of Homeland Security announced final Fiscal Year (FY) 2007 Homeland Security Grant Program (HSGP) awards totaling $1.7 billion. The six urban areas at highest risk of a terrorist attack--New York City/Northern New Jersey, the National Capital Region, Los Angeles/Long Beach, the California Bay Area, Houston, and Chicago--received almost $411 million. Since September 11, 2001, DHS has invested $23 billion in state and local government preparedness.

    FY 2007 Emergency Management Performance Grant (EMPG)

    Emergency management is a vital part of the Department of Homeland Security’s preparedness mission and EMPG directly supports the Nation’s emergency management community. The FY 2007 EMPG Program provides $194 million in critical assistance to sustain and enhance state and local emergency management capabilities. FY 2007 EMPG allowable costs remain consistent with previous fiscal years and have been divided into planning, organization, equipment, training, and exercises categories. In addition, management and administration costs are allowable.

    The State Administrative Agency is the only agency eligible to apply for FY 2007 EMPG funds and must apply through the online Grants.gov system at http://www.grants.gov by the Authorized Organization Representative.     FY 2006 Grant Programs

    2006 Infrastructure Protection Program

    The 2006 Infrastructure Protection Program incorporates 7 programs that support major critical infrastructure sectors ranging from transportation modes to the nation's ports:

    • Transit Security Grant Program will provide more than $136 million to the owners and operators of the nation's critical transit infrastructure, including rail, intracity bus and ferry systems.

    • Buffer Zone Protection Program Grants: The Buffer Zone Protection Program provides grant funding to build security and risk-management capabilities at the state and local level to secure critical infrastructure including chemical facilities, nuclear and electric power plants, dams, stadiums, arenas and other high-risk areas. In FY06, this program will award approximately $48 million in grant funds to state and local authorities.

    • Chemical Sector Buffer Zone Protection Grant Program: The Chemical Sector Buffer Zone Protection Grant Program is a targeted effort that provides funds to build security and risk-management capabilities at the state and local level for chemical sector critical infrastructure from acts of terror and other hazards. In FY06, the Chemical Buffer Zone Protection Program will provide $25 million.

    • Intercity Passenger Rail Security Grant Program: Amtrak will receive more than $7.2 million to continue security enhancements for intercity passenger rail operations in the Northeast Corridor (service between Washington, DC and Boston), Amtrak's hub in Chicago and to expand these enhancements into the West Coast Service Area in key, high-risk urban areas.

    • Trucking Security Program: The American Trucking Association will receive $4.8 million for the Highway Watch program to continue as a sustainable national program to enhance security and overall preparedness on our nation's highways.

    • Port Security Grant Program: More than $168 million will be provided for port security grants to create sustainable, risk-based efforts for the protection of critical port infrastructure from terrorism. The nation's 100 most critical seaports, representing 95 percent of the foreign waterborne commerce of the United States, plus an additional seaport eligible in 2005, are eligible to participate in the port grant program.

    • Intercity Bus Security Grant Program: Approximately $9.5 million will be provided to eligible owners and operators of fixed route intercity and charter bus services to protect bus systems and the traveling public from terrorism.

    FY 2006 Citizen Corps Support Program

    The Office of Community Preparedness (OCP), under the direction of the Office of Grants and Training (G&T), is accepting applications for the Fiscal Year 2006 Citizen Corps Support Program (CCSP). Cooperative Agreements and Grant Awards will be awarded to eligible applicants to design and develop tools and best practices for use by Federal, State, local, and tribal jurisdictions and their Citizen Corps Councils and Programs.

    FY 2006 Competitive Training Grants Program

    The Department of Homeland Security (DHS) Preparedness Directorate’s Office of Grants and Training (G&T) (formerly known as the Office of State and Local Government Coordination and Preparedness (SLGCP)) is the principal component of DHS responsible for ensuring the development and delivery of guidance and resources to enhance national preparedness for emergencies and disasters of all kinds, including terrorism. In carrying out its mission, G&T is the primary office responsible for providing training, funds for the purchase of equipment, support for the planning and execution of exercises, technical assistance, and other support to assist state, local, tribal, and territorial governments to prevent, protect against, and respond to incidents of national significance and catastrophic events..

    G&T is accepting applications for the Fiscal Year 2006 Competitive Training Grants Program (CTGP). Through this program, $28,809,000 will be available to fund national preparedness training initiatives that further the DHS mission of preparing the nation to prevent, protect against, respond to, and recover from incidents of terrorism or catastrophic events. Course materials and course offerings must be offered and accessible to responders throughout the nation. While the delivery must account for national coverage, the delivery rollout can be implemented regionally to leverage expertise, share resources, and enhance training capacity.

    FY 2006 Homeland Security Training Program

    The Department of Homeland Security (DHS) Preparedness Directorate’s Office of Grants and Training (G&T), (formerly known as the Office of State and Local Government Coordination and Preparedness (SLGCP)) is the principal component of DHS responsible for preparing the United States to prevent, plan for and respond to incidents of national significance and catastrophic events. In carrying out its mission, G&T is the primary office responsible for providing training, funds for the purchase of equipment, support for the planning and execution of exercises, technical assistance and other support to assist state, local, tribal and territorial governments.

    Cooperative Agreements will be awarded to eligible applicants to design, develop, and deliver training content and support for federal, state, local, and tribal jurisdictions in accordance with DHS doctrine guidance and approved Homeland Security Strategies. Based upon their current activities and identified needs, G&T invites the following organizations to apply: Louisiana State University, Texas A&M University, New Mexico Technical University, International Association of Fire Fighters, Michigan State University, National Sheriff’s Association, St. Petersburg College, Western Oregon University, Eastern Kentucky University and George Washington University.

    The FY 2006 Homeland Security Grant Program (HSGP) integrates the State Homeland Security Program (SHSP), the Urban Areas Security Initiative (UASI), the Law Enforcement Terrorism Prevention Program (LETPP), the Metropolitan Medical Response System (MMRS), and the Citizen Corps Program (CCP). The FY 2006 HSGP Program Guidance and Application Kit builds upon the FY 2005 HSGP to streamline efforts for States and Urban Areas in obtaining resources that are critical to building and sustaining capabilities to achieve the interim National Preparedness Goal and implement State and Urban Area Homeland Security Strategies.

    FY 2006 Emergency Management Performance Grant (EMPG)

    The EMPG Program helps States and Urban Areas achieve target levels of capability to sustain and enhance the effectiveness of their emergency management programs. FY 2006 EMPG funds will enable States to develop intra- and interstate emergency management systems that encourage partnerships among government, business, volunteer, and community organizations based on identified needs and priorities for strengthening their emergency management and catastrophic planning capabilities. Additionally, States will simultaneously be able to address issues of national concern as identified both in the National Priorities and the Target Capabilities List of the National Preparedness Goal.

    FY 2005 Port Security Grant Program

    The Fiscal Year 2005 PSG Program Guidelines and Application Kit is now available online at www.ojp.usdoj.gov/fundopps.htm. The FY05 PSG Program provides financial assistance on a competitive basis to owners and operators of ports, terminals, U.S. inspected passenger vessels and ferries, port authorities, and State and local agencies for physical security enhancements.

    FY 2005 Intercity Bus Security Grant Program (IBSGP)

    SLGCP awarded 25 grants totaling $9,657,138 under the 2005 Intercity Bus Security Grant Program (IBSGP).

    The IBSGP enhances security for the millions of passengers who travel using our nation's buses on a daily basis. The program places a strong emphasis on providing resources that will help intercity bus systems better prevent and detect possible explosive devices, as well as chemical, biological, radiological, and nuclear agents. Program funding supports passenger and baggage screening, enhancements to bus facility security, and system improvements to better monitor, track, and communicate with vehicles. Funds also may be used for related training and exercises. Grant recipients are selected through a competitive application process.

    The IBSGP was designed in coordination with federal partner agencies, including the Federal Highway Administration, the Federal Motor Carrier Safety Administration, and the Federal Transit Administration, as well as industry representatives, such as the American Bus Association and the United Motorcoach Association.

    IBSGP awarded $10 million in 2004 and $5 million in 2003 to intercity bus systems.

    FY 2005 Transit Security Grant Program (TSGP)

The FY05 TSGP provides funding for security and preparedness enhancements for designated transit systems. Funding is allowed for planning, organizational activities, equipment acquisitions, training, exercises, and management and administrative costs.

    FY 2005 Buffer Zone Protection Program (BZPP)

    The Fiscal Year 2005 BZPP Guidelines and Application Kit is now available online at www.ojp.usdoj.gov/fundopps.htm. The FY05 BZPP provides funding for the equipment, management, and administration of actions, to protect, secure, and reduce the vulnerabilities of identified critical infrastructure and key resource (CI/KR) sites.

    FY 2005 Operation Safe Commerce – Phase III

    The Operation Safe Commerce – Phase III (OSC) Application Kit is now available online at www.ojp.usdoj.gov/fundopps.htm. Through the OSC Cooperative Agreement program $17.1 million in grant funding is available for container security projects that address DHS’ efforts to meet in enhancing cargo security.

    This is a limited competition among the three largest domestic container load centers (the Ports of Los Angeles and Long Beach, the Ports of Seattle and Tacoma, and the Port Authority of New York/New Jersey), as indicated by Congressional direction. This program continues work under existing awards (FY ’02). OSC Phase III will be administered by means of a Modification to the existing Federal Assistance Agreements with each of the Load Centers. The three Load Centers, the Ports of Los Angeles and Long Beach, the Ports of Seattle and Tacoma, and the Port Authority of New York / New Jersey are invited to submit proposals for funding consideration.     FY 2005 Homeland Security Grant Program (HSGP)

    The Fiscal Year 2005 HSGP Program Guidelines and Application Kit is now available online at www.ojp.usdoj.gov/fundopps.htm. The FY05 HSGP provides a single application kit and program guidance for the State Homeland Security Program (SHSP), the Urban Areas Security Initiative (UASI), the Law Enforcement Terrorism Prevention Program (LETPP), the Citizen Corps Program (CCP), the Emergency Management Performance Grants (EMPG), and the Metropolitan Medical Response System (MMRS) Program Grants. Through this program, state and local emergency prevention, preparedness, and response personnel will receive over $2.5 billion in grant funding to enhance and improve our nation's homeland security efforts.
     
    These six programs have been integrated into a single FY05 HSGP solicitation to better facilitate the organization, coordination, and management of state and local homeland security funding and prevention, preparedness, and response efforts across the nation, and help ensure that all available federal homeland security funding is leveraged for maximum impact. The consolidation will also strengthen coordination across the six programs and encourage regional collaborative preparedness efforts.
     
    The completed FY05 HSGP application must be submitted via GMS no later than January 16, 2005.

    FY 2004 Grant Programs

    FY 2004 Information Technology and Evaluation Program (ITEP)

    ITEP provided funding to state and local public safety agencies to develop or demonstrate innovative uses for existing, "state-of-the-market" information technology. The program's goal was to remove communication barriers and improve information sharing and integration. A joint effort of ODP and the DHS Office of the Chief Information Officer, ITEP awarded $9 million in FY 2004 to support 12 information technology improvement projects.

    FY 2004 Competitive Training Grants Program

    CTGP provides funding for training initiatives that further ODP's mission of preparing the nation to prevent, deter, respond to, and recover from incidents of terrorism involving weapons of mass destruction (WMD). The program funds training proposals that enhance state and local prevention, preparedness, and response capabilities.

    Entities eligible to receive funding under this program include: national associations representing public safety agencies and institutions of higher education, institutions of higher education, private corporations working in conjunction with the nonprofit sector, and nonprofit organizations.

    ODP selected 14 projects to share the $33.6 million in available FY 2004 funding.

    FY 2004 Assistance to Firefighters Grant Program

    The AFG program awards grants directly to fire departments of a State to enhance their ability to protect the health and safety of the public and firefighting personnel, with respect to fire and fire-related hazards. Grants are awarded on a competitive basis to applicants that address AFG program priorities, demonstrate financial need, and demonstrate the benefit to be derived from their projects. Program areas for FY 2004 were:

    • Operations and Firefighter Safety
    • Fire Prevention
    • Firefighting Vehicle Acquisition

    For FY 2004, Congress appropriated $750 million to carry out the activities of the Assistance to Firefighters Grant Program.

    FY 2004 Homeland Security Grant Program

    In an effort to streamline and better coordinate preparedness funding, three programs-the State Homeland Security Program (SHSP), the Law Enforcement Terrorism Prevention Program (LETPP), and the Citizen Corps Program (CCP)—were integrated into one application in FY 2004.

    • SHSP provides funding for specialized equipment, exercises, training, and planning costs associated with updating and implementing each State's Homeland Security Strategy (SHSS).

    • LETPP provides law enforcement communities with funds for the following activities: 1) information sharing to preempt terrorist attacks; 2) target hardening to reduce vulnerability of selected high-value targets; 3) threat recognition to recognize the potential or development of a threat; 4) intervention activities to interdict terrorists before they can execute a threat; 5) interoperable communications; and 6) management and administration. Funds may be used for these activities within the areas of planning, organization, equipment, training, and exercises.

    • CCP provides funds to Citizen Corps Councils for planning, outreach, and management of Citizen Corps programs and activities.

    Funds are awarded to and distributed through the State Administrative Agency designated by the Governor of each state. A total of $2.2 billion was awarded under the FY 2004 Homeland Security Grant Program.

    FY 2004 Urban Areas Security Initiative (UASI) Grant Program

    UASI provides financial assistance to address the unique planning, equipment, training, and exercise needs of large urban areas. UASI funding assists these jurisdictions in building an enhanced and sustainable capacity to prevent, respond to, and recover from threats or acts of terrorism. In FY 2004, UASI also provided funding to mass transit authorities to protect critical infrastructure and emergency preparedness activities.

    Funding is based on Urban Area Homeland Security Strategies and transit system assessments. Allowable costs are the same as those under the Homeland Security Grant Program.

    UASI funds are awarded to and distributed through the State Administrative Agency designated by the Governor of each state. Total FY 2004 funding was $720 million in discretionary grants: $671 million to enhance the security of key urban areas and $49 million to protect critical mass transit systems with heavy rail and commuter rail components.

    FY 2003 Grant Programs

    FY 2003 State Homeland Security Grant Program (SHSGP) - Part II

    This program supplements funding available through FY 2003 SHSGP to enhance first responder preparedness. SHSGP II funds are also available to mitigate the costs of enhanced security at critical infrastructure facilities during the period of hostilities with Iraq and future periods of heightened threat.

    Funds are awarded to and distributed through the State Administrative Agency designated by the Governor of each state. Total funding provided through this award cycle was $1.5 billion.

    FY 2003 State Homeland Security Grant Program (SHSGP)

    This program provides financial assistance for the purchase of specialized equipment to enhance the capability of state and local agencies to prevent and respond to incidents of terrorism involving the use of chemical, biological, radiological, nuclear or explosive (CBRNE) weapons; for the protection of critical infrastructure and prevention of terrorist incidents; for costs related to the design, development, conduct, and evaluation of CBRNE exercises; for costs related to the design, development, and conduct of a state CBRNE training program; and for costs associated with updating and implementing each state's homeland security strategy.

    Funds are awarded to and distributed through the State Administrative Agency designated by the Governor of each state. Total funding provided through this award cycle was $566 million.

    FY 2003 Urban Areas Security Initiative (UASI) Grant Program II

    This program provides financial assistance to thirty selected urban areas to address the unique equipment, training, planning, exercise, and operational needs of large urban areas, and to assist them in building an enhanced and sustainable capacity to prevent, respond to, and recover from threats or acts of terrorism.

    Total funding provided through this award cycle was $506 million.

    FY 2003 Urban Areas Security Initiative (UASI) Grant Program I

    This program provided financial assistance directly to seven selected urban areas to address the unique equipment, training, planning and exercise needs of large high threat urban areas, and to assist them in building an enhanced and sustainable capacity to prevent, respond to, and recover from threats or acts of terrorism.

    FY 2003 UASI Transit System Security Grant Program

    Twenty mass transit systems were identified to receive funding through this program. This component of the UASI Program was intended not only to address security needs at critical infrastructure facilities but also to promote comprehensive regional planning and coordination. Although administered by ODP, the UASI Transit System Security Grant Program has been coordinated with the Transportation Security Administration and the Department of Transportation's Federal Transit Administration.

    Total funding provided through this award cycle was $65 million.

    FY 2003 UASI Port Security Grant Program

    Funding through the UASI Port Security Grant Program was provided to state and local government entities and to commercial companies to enhance security at selected ports in the country and certain Liberty Shield port areas. Although administered by ODP, the UASI Port Security Grant Program has been coordinated with the Transportation Security Administration.

    Total funding provided through this award cycle was $75 million.

    FY 2003 Community Emergency Response Team (CERT) Guidance (issued by FEMA)

    Community Emergency Response Teams (CERT), a Citizen Corps program, provided a structured opportunity for citizens to augment local emergency response activities. States were eligible to apply for assistance under this program. This program provided funding for:

    • Grantees to conduct a CERT Train-The-Trainer (TTT) course(s) to prepare program managers and instructional teams from communities who will initiate or expand the CERT training program.
    • Local governments to initiate, organize, train, and maintain CERTs and to use these teams as an emergency management resource and as a volunteer pool to perform special projects that improve a community's preparedness.
    • Communities with established CERT programs to continue, maintain, and expand these programs.

    FY 2002 Grant Programs

    FY 2002 State Domestic Preparedness Program

    This program provided financial assistance to build on progress made toward enhancing the capabilities of state and local agencies to respond to incidents of terrorism involving the use of weapons of mass destruction (WMD) by allowing the purchase of advanced levels of specialized equipment.

    This program also addressed other critical domestic preparedness needs such as the purchase of equipment for the protection of critical infrastructure; for costs related to the design, development, conduct, and evaluation of WMD exercises; and for administrative costs associated with the implementation of the statewide domestic preparedness strategies.

    Funds were awarded to and distributed through the State Administrative Agency designated by the Governor of each state. Total funding provided through this award cycle was $315 million.

    FY 2002 Citizen Corps and CERT Grant Guidance (issued by FEMA)

    The FY 2002 Supplemental Funds provided to FEMA for Citizen Corps were used to support the formation of Citizen Corps Councils and the oversight and outreach responsibilities of these Councils, and to expand Community Emergency Response Team (CERT) training across the country.

    The Community Emergency Response Team (CERT) Program educates people about disaster preparedness for hazards that may impact their area and trains them in basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster medical operations. Using the training learned in the classroom and during exercises, CERT members can assist others in their neighborhood or workplace following an event when professional responders are not immediately available to help. CERT members also are encouraged to support emergency response agencies by taking a more active role in emergency preparedness projects in their community.     FY 2001 - FY 2000 Grant Programs

    FY 2001 State Domestic Preparedness Equipment Program

    This program provided year two and three funding for the 50 states through a single solicitation, as well as year two funding for the District of Columbia, the Commonwealth of Puerto Rico and the U.S. territories. Funds provided were for equipment acquisition only. Receipt of these funds was contingent upon ODP approval of the state or territory's domestic preparedness strategy.

    Total funding provided through this award cycle was $145.3 million. (Note: This figure represents FY 2000 and 2001 funding for the states, as well as FY 2001 funding for the territories).

    FY 2001 Nunn-Lugar-Domenici Domestic Preparedness Equipment Program

    ODP assumed management of the Nunn-Lugar-Domenici (NLD) Domestic Preparedness Equipment Program from the Department of Defense (DoD) on October 1, 2000. Of the original 120 cities selected for participation by DoD, 52 had not received all or part of the equipment, training and exercise support associated with the program as of October 2000.

    ODP provided the 37 cities that received part of their training and exercise support from DoD prior to the handover of the program with a one-time grant of $280,000 for the acquisition of training equipment related to WMD domestic preparedness. ODP also provided the remaining 15 cities with a one-time grant of $310,000: $280,000 for the procurement of training equipment related to WMD domestic preparedness and $30,000 for planning and administrative costs associated with the execution of the NLD program.

    Total funding provided through this award cycle was $15 million.

    FY 2000 State Domestic Preparedness Equipment Program
    (For the District of Columbia, Puerto Rico, Guam, American Samoa, Northern Mariana Islands and the U.S. Virgin Islands)

    In FY 2000, ODP initiated a two-year program for the District of Columbia, the Commonwealth of Puerto Rico, and the U.S. territories. Funds provided in this award cycle were for the acquisition of equipment, as well as for the development of a needs assessment and two-year territorial domestic preparedness strategy. Receipt of the equipment acquisition funds was contingent upon approval of the territory's domestic preparedness strategy by ODP.

    Total funding provided through this award cycle was $2.9 million.

    FY 1999 Grant Programs

    FY 1999 State Domestic Preparedness Equipment Program

    This program represented the first year of a three-year program to provide grants to all 50 States for the acquisition of equipment, as well as for the development of a needs assessment and three-year statewide domestic preparedness strategy. Awards were determined by a base amount of $250,000 for equipment and $75,000 for planning to each State, with the balance of funds being distributed on a population-share basis.

    Funds were awarded to and distributed through the State Administrative Agency designated by the Governor of each state. Total funding provided through this award cycle was $53.8 million.

    FY 1999 County and Municipal Agency Domestic Preparedness Equipment Support Program

    Building on the 1998 program, this program provided direct grants to 157 of the nation's most populated cities and counties in FY 1999.
