Edward Byrne Memorial Grant Program Overview
 
The State has federal funds available from the United States Department of Justice, Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA). These funds are appropriated under the 1988 Anti-Drug Abuse Act, Title VI (State and Local Narcotics Control and Justice Assistance Improvements). This grant program is named after New York City Police Officer Edward Byrne who was murdered by drug dealers.
 
Oregon's 2004-2008 Drug and Violent Crime Strategy was developed as part of the state's application for Byrne funds. The Strategy assesses Oregon's drug and violent crime problems, identifies resource needs, and is a reference for the Governor's Drug and Violent Crime Advisory Board when making funding recommendations to the Governor.
 
The FY 2006-2008 Request for Proposal (RFP) for Methamphetamine Reduction and Drug Court Implementation and Enhancement is due by April 3, 2006.  Grant funds are available for the purposes of reducing the drug use and drug-related problems of offenders throughout the state. Particular emphasis is placed on reduction of methamphetamine use and related problems.
 
Through the Byrne Methamphetamine Reduction Grant Program, the Criminal Justice Services Division is soliciting applications seeking funding for interagency case management, addiction treatment, mental health care, and related essential services for drug court and/or dependency court supervised parenting and pregnant methamphetamine-using women and their children.
 
Through the Drug Court Implementation and Enhancement Grant Program, the Criminal Justice Commission is soliciting applications seeking funding for drug court coordinators and drug court supervised addiction treatment to support the implementation of new drug courts and the enhancement of existing drug courts serving adults, juveniles, and families.

The Byrne Methamphetamine Reduction Grant Program funded 11 new and/or enhanced existing drug court programs with the Criminal Jusice Commission funding 17 programs through the Drug Court Implementation and Enhancement Grant: Drug Court Overview 
 
The additional funding for drug court programs increased the number of drug courts throughout the state: Drug Court Map
 
A minimum of 10 percent of each budget was allocated for process evaluation purposes.  The use of evidence based programs or best practice guidelines, and a focus on assessing program implementation and monitoring outputs will assist with the long-term evaluation of outcomes:  Drug Court Performance Measures
