Gay joined the U.S. Department of Labor, Employment and Training Administration in 2000 and was named the Administrator of the Office of Workforce Investment in June 2004. In that role, she provides federal oversight and leadership for America’s workforce investment system, including employment and training programs under the Workforce Investment Act and direction and support for the nation’s locally driven one-stop delivery system. She also oversees the ETA’s Business Relations Group.
A key focus for her office is promoting increased collaboration with business and industry, education partners at all levels, and a wide array of strategic partners to develop workforce strategies to ensure our nation’s workers have the critical skills they need and businesses have access to the talent they need to be successful – both of which are key to enable our nation to innovate and compete in the global economy.
Prior to joining the U.S Department of Labor, Gay was a senior official for the State of Ohio overseeing workforce programs for over ten years.
Gay also served as Assistant City Attorney for the City of Columbus, Ohio in the area of public employment law for two years and eight years with the West Virginia Department of Human Services.
