In 1999, the EPA conducted the second Drinking Water Infrastructure Needs Survey. The final report indicated that the needs for the period between 1999 and 2019 were $150.9 billion (in 1999 $).

First Report to Congress - February 1997
In 1997, EPA released the findings of the first national survey of drinking water infrastructure needs. The survey was conducted over a two year period, with data collection beginning in November 1994. The final report indicated that the needs for the period between 1995 and 2015 were $138.4 billion (in 1995$).
