    The Governors Highway Safety Association (GHSA) is a 501(c)(3) nonprofit association that represents the highway safety programs of States and territories on the "human behavioral aspects" of highway safety. GHSA's mission is to provide leadership in the development of national policy to ensure effective highway safety programs. Members of GHSA include highway safety program managers, appointed by the governors of the 50 States, the government of the District of Columbia, the Commonwealths of Puerto Rico and Northern Mariana Islands, and the territories of the Virgin Islands, Guam, American Samoa, and the Indian Nation. These members are responsible for developing and implementing highway safety programs, maintaining fiscal oversight of the programs, and evaluating the programs' impact on highway safety problems.
