Delegations of Authority, has been updated to bring the Agency’s delegations into conformity with the numerous Agency reforms without causing any loss of function. It also formalizes delegations that certain entities already have or need to have to operate smoothly.

ADS 221, USAID’s Procedures for Implementing International Agreements for Tied and Untied Aid, has been updated to reflect the elimination of the Bureau for Program and Policy Coordination. Additionally, the chapter has a new mandatory internal reference–U.S. State Department, Cable Paris 01060. This reference summarizes the OECD/DAC High Level Meeting of May 20-21, 2008. Specifically, it states that the U.S. Government agreed to adding “heavily indebted poor countries” to the countries already covered under the DAC recommendation.

Modified Chapter 467 and related references and forms reflect conforming changes to Agency regulations in response to changes in the Federal Workforce Flexibility Act of 2004 and OPM-issued regulations regarding Recruitment, Retention, and Relocation. These documents provide the revised Agency policies, required procedures, and supplemental guidance on pay authorities and flexibilities used to recruit and retain employees with specialized skills.

504maa - Authorized Senders for Agency Notices

A Mandatory Reference for ADS Chapter 504, Authorized Senders for Agency Notices, reflects a change in ADS oversight from the Bureau for Management, Office of Administrative Services, Information and Records Division (M/AS/IRD) to the Bureau for Management, Office of Management, Policy, Budget and Performance, Policy Division (M/MPBP/POL).

Three Authorized Senders for Agency Notices have been removed from the list: Alberteene Leach (E&E/MO); Michael A. Austin (M/CIO/BSE) and Susan Wallace (M/CIO).
