Laws
Since the late 1800s, the U.S. Congress has been writing and passing laws that are intended to protect the health of all Americans and preserve and protect our natural environment. EPA, with its inception in 1970, took over responsibility for implementing those environmental laws. The laws address all facets of the environment, including air, water, and other natural resources.
Policies and Guidance
To supplement or clarify the authorities granted to EPA through the major environmental statutes, it is sometimes necessary for EPA to develop policy statements and associated guidance. While not enforceable, policies do represent EPA's official interpretation or view of a specific issue. Guidance documents are published to further clarify the policies or to assist in implementation of the policies.
