New Fuel Cycle Facility Licensing

NRC staff is performing review activities for possible licensing of new fuel cycle facilities. NRC accepted an application for construction of a mixed oxide fuel fabrication facility and is developing guidance on six policy issues related to gas centrifuge enrichment facilities. New Fuel Cycle Licensing Activities as of July 2007

Organization Location Type of Facility Name of Facility Status
Louisiana Energy Services (LES) Eunice, New Mexico Centrifuge enrichment National Enrichment Facility Application submitted to the NRC in December 2003. NRC license issued in June 2006. The facility began construction in August 2006.
USEC Inc. Piketon, Ohio Centrifuge enrichment American Centrifuge Plant Application submitted to the NRC in August 2004. NRC license issued in April 2007. The facility began construction in May 2007.
General Electric - SILEX Wilmington, North Carolina Laser enrichment Undetermined GE submitted a license amendment in June 2007 for a test loop, and plans to submit an application for a full-scale facility in early 2008. Location to be determined.
Duke Cogema Stone & Webster Aike, South Carolina Mixed-oxide fuel fabrication facility NA Application for construction authorization submitted in April 2001. Construction authorization issued by NRC in March 2005. Application for operating license submitted in November 2006 and is currently under NRC review.
AREVA - NC Undetermined Centrifuge enrichment Undetermined An application for an NRC license is expected in FY08. Location to be determined.
