To whom it may concern:

I want to voice my strong opposition to the draft proposals being considered to supposedly assist blind persons in negotiating traffic intersections. This nonsense has to be a joke and a insult to all blind persons. A blind person with normal hearing and intelligence should have no trouble crossing 99% of the intersections in this country. If a blind person needs all these gadgets, they probably need someone to be with them anyway because they are not smart enough to be out and about alone. Besides during this budget crisis time, it would be stupid to put this tremendous financial burden on our cities and towns.
