The FBI maintains a Solicitation Mailing List that lists all eligible and qualified concerns to ensure access to adequate sources of supplies and services.
The list is based upon requests submitted by the company to the Procurement Section on a Standard Form (SF) 129, Solicitation Mailing List Application (pdf), along with catalogs and/or brochures. All companies are categorized first by product code, then alphabetically, business size, whether minority or woman-owned, certified Hubzone business, and/or 8(a) certified.
In order to be placed on the FBI's Solicitation Mailing List, you must download the SF-129 (pdf) and mail it to:

"Economically disadvantaged individuals" means socially disadvantaged individuals whose ability to compete in the free enterprise system is impaired due to diminished opportunities to obtain capital and credit as compared to others in the same line of business who are not socially disadvantaged.
"Hubzone" means a historically underutilized business zone, which is an area located within one or more qualified census tracts, qualified non metropolitan counties, or lands within the external boundaries of an Indian reservation.
"Hubzone small business concern" means a small business concern that appears on the List of Qualified Hubzone Small Business Concerns maintained by the Small Business Administration.
"Small business concern" means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on government contracts, and qualified as a small business under the criteria and size standards of 13 CFR, Part 121.
"Small disadvantaged business concern" means a small business concern that has received certification consistent with 13 CFR, Part 124, where the concern is owned by one or more disadvantaged individuals, the net worth of each individual upon whom the certification is based does not exceed $750,000 after taking into account the applicable exclusions set forth at 13 CFR, and is certified by the Small Business Administration as such.
"Socially disadvantaged individuals" means individuals who have been subjected to racial or ethnic prejudice or cultural bias because of their identity as a member of a group without regard to their qualities as individuals.
"Woman-owned small business concern" means a concern which is at least 51 percent owned by one or more women; or in the case of publicly owned business, at least 51 percent of the stock of which is owned by one or more women.
Concerns that have been debarred from government contracts or determined to be ineligible shall be removed from the Solicitation Mailing List to the extent required by the debarment, suspension, or ineligibility rules set forth in the Federal Acquisition Regulation.
Concerns that have been removed from the Solicitation Mailing List due to two non responsive bids may be reinstated upon written request by filling out a new application SF-129 or a submission of a bid.
