The general objective of the SBIR Program is to provide
increased opportunities for small businesses to participate in federal
research and development. Specifically, SBIR is designed to:
- use American small businesses to meet U.S. federal research
and development needs
- increase private-sector commercialization of innovations
derived from federal R&D among other goals.

The only requirement is that the success story is attributable
to the NASA SBIR/STTR program [alone or in combination with any
other research projects, including other agency SBIR/STTR funding].
