Telecommunications Services and Operations
(TSO) is responsible for implementing, managing, and maintaining
USDA Telecommunications Programs. This includes:
developing, managing, and implementing Department wide
telecommunications services and operations which facilitate
the immigration of existing USDA agencies' networks to a
USDA corporate Enterprise Network;
leading the Department's effort to improve telecommunications
services and reduce costs by evaluating and improving USDA
telecommunication processes; and
implementing, managing, and maintaining USDA's Telecommunications
Network Security Program in concert with the USDA Information
Technology Security Program through the development, management,
and implementation of Department-wide network security services
and operations.

The National Telecommunications
Resources Management Staff (TRMS) provides
Working Capital Fund activities and resource management
services for the TSO organization.

The Universal Telecommunications
Network (UTN) was
introduced by OCIO in September 2000 as an initiative to analyze,
plan, and implement a new corporate data network backbone
for providing its customers with more secure, robust, and
flexible telecommunications capabilities and enhanced network
support services.

The Interagency Management
Council (IMC) for Federal Telecommunications
was established to advise the Administrator of the General
Services Administration on the management of all Federal telecommunications
programs and policies.

The Telecommunications
Mission Area Control Officers (TMACO) serve
as the USDA agency or mission area representative on all telecommunications
matters, and approve orders for all telecommunications circuits,
services and equipment.

National Telecommunications
Services and Operations
(NTSO) provides USDA agencies and staff offices
cost effective centralized services for telecommunications
operations nationwide.
NTSO consists of the following teams:
Wide Area Network Team (WANT)
Fort Collins Network Engineering Team (NET)
Telecommunications Operations Management Team (TOMT)
