Director's Office

Energy Center: promotes energy efficiency, awards energy loans, disseminates energy policy and information, promotes renewable energy (wind, solar, biomass), and provides weatherization assistance.
Soil and Water Conservation Program: assists in cost-share efforts, provides assistance to soil and water conservation districts, conducts soil survey, assists with the special area land treatment (SALT) program.
Water Resources Center: provides technical advice and assistance on water use, planning, groundwater and surface water hydrology; collection, maintenance and interpretation of water resources; interstate water availability and usage; public water well locations; water quality and quantity determinations; drought and flood response; planning, coordination and resolution of river basin issues; major water users data collection; groundwater and surface water contamination potential and prevention; wetlands; and Missouri's State Water Plan and water use decisions. Also implements the provisions of the Dam and Reservoir Safety Laws (Sections 236.400 to 236.500 RSMo).
Administrative Support: oversees the department's accounting, budget, facilities management, human resources and internal audit.

Division of Field Services

Environmental Services Program: manages clandestine drug lab chemical management and disposal, assists with clean up of environmental emergencies, provides hazardous materials response planning and oversees the department's laboratory services.
Environmental Education: provides professional development opportunities to educators across Missouri.
Regional and Satellite Offices: a network of offices across the state that provide citizens with easy access to the department and its services. Online maps with addresses and phone numbers for our regional and satellite offices are available.

Division of State Parks

The Missouri state park system includes 83 state parks and historic sites. Contact the division for more information on camping and reserving campsites, trails (including hiking, bicycling, equestrian and off-road-vehicle), picnicking, lodging and dining facilities, fishing, water recreation, historic sites such as homes of famous Missourians, gristmills and covered bridges, and natural landscapes to explore such as forests, prairies and glades. Information is also available about special events, programs and permits needed for special use.

Outdoor Recreation and Trail Grants: provides information on federal grants for outdoor recreation through the Land and Water Conservation Fund and grants for trails through the Recreational Trail Program.
State Historic Preservation Office: assists with the National Register of Historic Places, section 106 review, historic preservation tax credits and grants, cultural resource inventory, Certified Local Government program, Main Street program, archaeology, unmarked human burials and technical assistance .

Division of Environmental Quality

Air Pollution Control Program: provides daily air quality reports, online permit applications and information forms; works with the general public, stakeholders and the regulated community to comply with local, state and federal air quality regulation; researches, develops and implements control strategies to improve and maintain healthy air quality; conducts site inspections and oversees the testing of smokestacks, asbestos removal, gasoline vapor recovery equipment, open burning and other sources of air pollution; helps design and coordinate the air-monitoring network; examines monitoring data; oversees the Gateway Vehicle Inspection Program, which is the vehicle inspection and maintenance program for the St. Louis non-attainment area; and reports to the Missouri Air Conservation Commission.
Hazardous Waste Program: helps with Brownfield voluntary cleanups and site development; promotes property re-use, waste management safety and waste minimization; reviews hazardous waste permit applications; guides construction and operation of permitted hazardous waste facilities; oversees and reviews the investigation, management and cleanup of hazardous chemical or radiological substances at federal facilities currently or previously owned or operated by the U.S. Dept. of Defense or the Dept. of Energy; regulates the management, removal and cleanup of petroleum storage tanks, hazardous waste generator registration, used oil regulations and dry cleaner registration; operates the Superfund program, which investigates and assesses risks at polluted sites; and guides responsible parties through cleanup efforts and follows up through long-term stewardship. Reports to the Hazardous Waste Management Commission.
Land Reclamation Program: regulates land reclamation and mining; works to ensure that Missouri's mineral resources are available for economic development after reclamation; handles quarry permits, sand and gravel permits, metallic mineral permits and coal permits; oversees abandoned mine land reclamation and bond forfeiture reclamation; and reports to the Missouri Land Reclamation Commission.
Solid Waste Management Program: provides online applications for grants to local governments and private companies; works to stop illegal disposal; regulates landfills, transfer stations, infectious waste and material recovery facilities including construction and operating permits; assists with market development; promotes recycling; conducts groundwater monitoring; provides assistance to solid waste management districts; provides technical assistance and guidance on permitting, recycling, composting and resource recovery; encourages waste reduction and helps with proper disposal of scrap tires; ensures tire haulers and processors are properly permitted; conducts hyrdo-geological investigation of proposed landfill sites, gas monitoring and groundwater monitoring at landfills; compiles data on disposal, waste diversion, number and types of facilities and solid waste practices and costs; collects tonnage fees from regulated facilities; and meets with the Solid Waste Advisory Board.
Water Protection Program: regulates animal wastes; conducts compliance review; oversees land application; works to reduce non-point pollution sources; helps with watershed planning; defines water quality goals for various bodies of water by designating their beneficial uses; identifies waterways that do not meet water quality standards; oversees storm water issues; develops total maximum daily loads (TMDL); monitors wastewater; establishes water quality standards; oversees wellhead protection and backflow prevention; developed the state's underground injection control program; conducts operator certification to provide training and certification for drinking water and wastewater system operators, and concentrated animal feeding operations; helps communities issue boil orders and consumer confidence reports; issues water system construction and operating permits; develops drinking water standards; provides financial assistance; works to prevent lead contamination; and helps conduct public water supplies census and assessments. Reports to the Clean Water Commission, Safe Drinking Water Commission and Wellhead Installation Board.

Division of Geology and Land Survey

Geological Survey: acquires, maintains, and interprets basic geologic data; provides technical assistance to the private and public sectors on mineral resources, energy resources, geologic hazards, and remediation and siting of waste disposal facilities; conducts field investigations and groundwater investigations on environmental issues; conducts water traces; and completes detailed geologic mapping to meet societal needs.  Reports to the State Oil and Gas Council.
Land Survey: helps determine property boundaries in Missouri, assists with corner preservation and remonumentation, preserves documents and land records, conducts geodetic surveys and assists with the horizontal and vertical control index.
