Office of Science Laboratory Performance Appraisal Process
A performance-based process to evaluate the contractor’s performance against eight performance goals was implemented for fiscal year 2006, providing a common structure and scoring system across all 10 Office of Science laboratories. The focus is on the value-added provided by the contractor and the systems they put in place to manage and operate the laboratories. Each of the three science and technology goals and five management and operation goals is composed of two or more weighted objectives, with standard definitions of the performance levels and a defined scoring system. All the performance goals, objectives, and measures are documented within the Fiscal Year Performance Evaluation and Measurement Plan (PEMP) for each laboratory and are incorporated into the respective contract by a contract modification.
The new process has enhanced the Office of Science management and involvement through review and approval of the annual PEMPs and incorporation of an annual meeting to ensure continuity of evaluation criteria and fairness across all laboratory evaluating offices. The Office of Laboratory Policy and Evaluation coordinates with Field Offices, Science Program Offices, and other DOE Program Offices the evaluation of the laboratories’ scientific, operational, and business management performance in implementation of the appraisal process.
