Architect/Engineering Procurement

This section provides consultants with information on the estimated times Western Federal Lands Highway Division (WFLHD) will begin soliciting for renewal of our Indefinite Delivery Indefinite Quantity (IDIQ) contracts for A/E services. The general process that the Federal Government utilizes is also included on the "How To" page. All contracts are expected to be able to operate/support efforts in Alaska, Washington, Oregon, Idaho, Montana, and Wyoming. It is anticipated the contracts may be awarded for a performance period of 5 years. During drafting of the solicitation descriptions below may be altered.

NOTICE TO PROSPECTIVE OFFERORS:
Marketing your firms in advance of, during, or after our solicitation and award process does not give any form of advantage for selection of IDIQ or Task Order Awards. As a Federal office we conduct A/E acquisitions in accordance with the Federal Acquisitions Regulation 36.6, Transportation Acquisition Regulation 1236.6 and Transportation Acquisition Manual 1236.6, there are strict processes and guidelines which we must follow for solicitation, selection and award of A/E contracts. Therefore, we generally discourage marketing meetings.

Multi-Discipline Contracts:
These contracts may require any or all of the Architect-Engineer services described in the contracts below, including: highway design; environmental; geotechnical; hydraulics/hydrology; survey and mapping; landscape architecture; right-of-way and utilities; bridge and highway related structural engineering.

New contracts were awarded in 2005 under Solicitation No. DTFH70-05-R-00001 (see the Current Contract Holders). These contracts will expire in 2010.



Survey & Mapping Contracts:
These contracts are principally for surveys of highway route segments needed in support of the engineering, design, and development of future construction improvement projects. The work may generally consist of the following types of preliminary route surveys: control traverses; topographic; planimetric (culture); hydrological; cadastral; design stakeout; GPS control; aerial control; miscellaneous surveys such as bridge sites and material sources; and use of new survey technologies.

New contracts were awarded in 2005 under Solicitation No. DTFH70-04-R-00012 (see the Current Contract Holders). These contracts will expire in 2010.



Geotechnical Contracts:
These contracts are principally for geotechnical engineering services needed in support of the engineering design and development of future highway construction improvements. The work may generally consist of the following types of services: project site and site history reviews and geologic reconnaissance; site characterization/field exploration, including geologic mapping, subsurface exploration, preparation of boring logs, determination of soil and rock classifications, and the determination of groundwater information. Contractors may also be required to: plan and develop exploration requirements including boring and sampling needs and equipment requirements; manage field activities; perform field and laboratory testing of soil and rock samples; perform geotechnical engineering analyses in determining critical design elements and providing the basis for geotechnical design recommendations, develop site specific design recommendations, including appropriate alternatives; develop instrumentation needs and recommendations; oversee the installation, and data gathering, and interpret the data to measure slope movement, rate of settlement, and pore pressure; present findings and recommendations of investigations and studies in the form of a formal report that will provide the basis for design documentation and be a resource for the WFLHD's construction personnel during project construction; develop and review contract plans and specifications for PS&E review; and provide technical support during construction.

New contracts were awarded in 2005 and 2006 under Solicitation No. DTFH70-05-R-00007 (see the Current Contract Holders). These contracts will expire in 2010 and 2011.



Hydraulic Contracts:
These contracts are principally for hydrology and hydraulic engineering services needed in support of the engineering design and development of future highway construction improvements. The work may generally consist of the following types of services: hydrology and hydraulic engineering services including but not limited to conducting office and field reviews of culverts, bridges, flood plains, and general highway drainage (i.e., ditches, minor drainage structures); providing reports with observations, recommendations, photographs, and field notes; performing hydraulic analysis of culverts, bridges, and flood plains; providing written inputs and outputs, and general analytical constraints and assumptions; providing design recommendations for culverts, bridges, and flood plains (i.e., fish passage features, stream protection and enhancement features, structure types - bridges, culverts, arches, etc. - structural foundation requirements for scour, and flood prevention measures for adjoining highway properties); providing written summary reports for all design recommendations; providing water quality monitoring plans with monitoring parameters, methods, and locations; coordinating with Federal, State, and local agencies on hydraulic engineering issues; closely coordinating with road designers, geotechnical and bridge engineers, and other technical specialists to incorporate hydraulic design features into highway plans, specifications, and estimates; and technical support during construction.

New contracts were awarded in 2006 under Solicitation No. DTFH70-06-R-00005 (see the Current Contract Holders). These contracts will expire in 2011.



Environmental Contracts:
These contracts are principally for environmental services needed in support of the engineering design and development of future highway construction improvements. The work may generally consist of the following types of services: assistance in achieving compliance with environmental rules and regulations, which includes coordination with resource agencies, regulatory agencies, and the public; developing environmental studies, including project identification reports, categorical exclusions, project checklists, environmental assessments, findings of no significant impact, environmental impact statements, records of decision, Section 4(f) evaluations, biological assessments, cultural resource studies, and wetland delineations; developing permit applications, revegetation plans, and wetland mitigation plans; and developing and implementing public involvement plans.

The current contract is due to expire in May 2007. We have decided not to issue another environmental services contract at this point. Environmental work will be accomplished under existing Multi-Discipline contracts listed under Current Contract Holders. The need for an environmental services contract will be reevaluated next year.
