June 30, 1998: Hazardous Duty Pay; Proposed Rule

The Office of Personnel Management is issuing a proposed
regulation to provide an 8 percent hazard pay differential for General
Schedule employees who perform work at a worksite a more than 3900
meters (12,795 feet) in altitude, provided such employees are required
to commute to the worksite on the same day from a substantially lower
altitude under circumstances in which the rapid change in altitude may

June 26, 1998: Processing Garnishment Orders for Child Support and Alimony and
Commercial Garnishment of Federal Employees' Pay; Final Rule; Correction

Corrects errors that appeared in the list of
agents designated to accept legal process for child support and alimony
and the list of agents designated to facilitate the service of legal
process on Federal employees (Appendices A and B to Part 581) that were

June 25, 1998: Privacy Act of 1974; Computer Matching Program Between the Office
of Personnel Management and the Social Security Administration

The Office of Personnel Management is publishing notice of its computer matching program with
SSA to meet the reporting and publication requirements of Public Law
100-503, the Computer Matching and Privacy Protection Act of 1988. The
purpose of this match is to identify beneficiaries who have remarried

June 24, 1998: Employment in the Senior Executive Service; Promotion and
Internal Placement; Interim Regulations with Request for Comments
- The Office of Personnel Management is issuing interim
regulations to correct existing regulations which are inconsistent with
statutory provisions governing the 120-day moratorium on involuntary
reassignments of career Senior Executive Service (SES) appointees
following the appointment of a new agency head or a new noncareer
immediate supervisor; and to authorize agencies to reinstate SES career
appointees who have competitive service reinstatement eligibility to
career appointments in any competitive service position for which

June 23, 1998: Retention Allowances; Interim Rule

The Office of Personnel Management is issuing interim
regulations to provide agencies with discretionary authority to pay
retention allowances of up to 10 percent of an employee's rate of basic
pay (or up to 25 percent with OPM approval) to a group or category of
employees in certain limited circumstances. This change will have the effect of
providing agencies with greater flexibility in responding to a possible
increased need for retention incentives for computer programmers who
must make the computer system changes needed to meet the year 2000

New York, NY, Appropriated Fund Wage Areas; Proposed Rule

that would redefine Ocean County, NJ, excluding the portion occupied by
the Fort Dix Military Reservation, from the area of application of the
Philadelphia, PA, appropriated fund Federal Wage System (FWS) wage area

June 18, 1998: Federal Employees Retirement System--Open Enrollment Act Implementation; Interim Rule
- The Office of Personnel Management is issuing interim
regulations to implement the Federal Employees Retirement System Open
Enrollment Act of 1997. These regulations provide information about who
may make open-enrollment-period elections and the procedures that
employees must follow to elect Federal Employees Retirement System
(FERS) coverage during the 1998 open enrollment period, and that
agencies must follow in advising employees about such elections of FERS

Voluntary Early Retirement Authority; Interim Rule
- The Office of Personnel Management is publishing interim
regulations covering Federal employee voluntary early retirements to
implement new procedures affecting the application of voluntary early
retirements. These temporary provisions affect agency requests, OPM
approval, and agency offers of voluntary early retirement as well as
several eligibility requirements for early retirement during a major
reorganization, major reduction in force, or major transfer of
function. The basic age and service requirements for voluntary early

June 15, 1998: Reduction in Force Retreat Right; Final Rulemaking
- The Office of Personnel Management is issuing final
regulations that clarify employees' "Retreat" rights. These final
regulations also clarify the content of specific reduction in force

The Office of Personnel Management published five notices regarding submission to the Office of Management and Budget of requests for clearance of information collections under the Paperwork Reduction Act of 1995, as follows:
- Standard Form 1153, Claim for Unpaid Compensation of
Deceased Civilian Employee, helps determine claimants' and others'

- Two information collections--a price survey and a background
survey--to gather data to be used in determining cost-of-living
allowances (COLAs) for certain Federal employees in Alaska, Hawaii,
Guam and the Commonwealth of the Northern Mariana Islands, Puerto Rico,

- Standard Form 113-G collects data
for the Monthly Report of Full-time Equivalent/Work-Year Civilian

- RI 20-63, Survivor Annuity Election for a Spouse, is used by the
Civil Service Retirement System (CSRS) to provide information and a
survivor benefits election opportunity to annuitants who have notified

- RI 38-47, Information and Instructions on Your Reconsideration
Rights, outlines the procedures required to request
reconsideration of an initial OPM decision about Civil Service or
Federal Employees retirement, Retired Federal or Federal Employee
Health Benefits requests to enroll or change enrollment, or Federal

64, Former Spouse Survivor Annuity Election, is used by the Civil
Service Retirement System to provide information about the amount of
annuity payable after a survivor reduction and obtain a survivor
benefits election form from annuitants who are eligible to elect to
provide survivor benefits for a former spouse. RI 20-64A, Information
On Electing A Survivor Annuity For Your Former Spouse, is a pamphlet
that provides important information to retirees under the Civil Service
Retirement System who want to provide a survivor annuity for a former
