The license application consists of three
elements:
- A letter of application describing
the application’s purpose
- General information
- A Safety Analysis Report
The general information portion
of the application will provide an
overview of the repository’s
engineering design concept and will
demonstrate an understanding of what
aspects of the site influence repository
design and performance.
The Safety Analysis Report portion
of the application is the principal
technical document in the licensing
process and will present the safety
case for the repository.
The safety case is a complete presentation
of the site characteristics, repository
design features, administrative controls,
preclosure safety analysis, postclosure
performance assessment, and performance
confirmation program.
The Safety Analysis Report will
demonstrate that the repository can
be constructed, operated, and closed
in a manner that protects the public
and worker health and safety and
preserves the quality of the environment.
Upon receipt, the NRC will perform
an acceptance review to determine
if the application is complete and
acceptable for docketing. Docketing
is the NRC process for assigning
a proceeding number, which is the
first step in initiating the licensing
proceedings.
