NUCLEAR ENERGY ADVISORY COMMITTEE

1. Committee's Official Designation:
   Nuclear Energy Advisory Committee (NEAC)*
   
   
2. Committee’s Objectives and Scope of Activities and Duties:
   
   The activities of the Nuclear Energy Advisory Committee include:
   
   
   1. Advice on national policy and scientific aspects of nuclear issues of concern to the Department of Energy as requested by the Secretary or the Assistant Secretary for Nuclear Energy.
      
      
   2. Periodic reviews of the various program elements within the Office of Nuclear Energy and Department of Energy nuclear programs and recommendations based thereon.
      
      
   3. Ascertaining the needs, views, and priorities of stakeholders of the Office of Nuclear Energy programs, and advice on long-range plans, priorities, and strategies to address more effectively the technical, financial, and policy aspects of the Department of Energy nuclear programs.
      
      
   4. Advice on appropriate levels of funding to develop those plans, priorities, and strategies and to help maintain appropriate balance between the competing elements within the Office of Nuclear Energy program and the Department of Energy nuclear programs.
      
      
3. Time Period Necessary for the Committee to Carry Out the Purpose:
   
   In view of the goals and purposes of the Committee, it is expected to be continuing in nature.
   
   
4. Official to Whom this Committee Reports:
   
   The Committee will report to the Assistant Secretary for Nuclear Energy.
   
   
5. Agency Responsible for Providing Necessary Support for this Committee:
   
   The Department of Energy will provide all necessary support for this Committee. Within the Department, primary support shall be furnished by the Office of Nuclear Energy.
   
   
6. Description of Duties for Which the Committee is Responsible:
   
   The duties of the Committee are solely advisory and are stated in paragraph 2, above.
   
   
7. Estimated Annual Operating Costs in Dollars and Person-Years:
   
   $400,000; one-half person-years.
   
   
8. Estimated Number and Frequency of Meetings:
   
   The Committee will meet periodically, typically two-to-three times per year.
   
   
9. Committee’s Termination Date (if less than Two Years from Date of Establishment or Renewal):
   
   Not Applicable.
   
   
10. Subcommittee(s):
    
    To facilitate the functioning of the Nuclear Energy Advisory Committee, subcommittees may be formed, with the Department of Energy, Office of Nuclear Energy approval, as appropriate. The objective of the subcommittees is to make recommendations to the parent committee with respect to particular matters related to the responsibilities of the parent committee. Subcommittee members are appointed with the Department of Energy, Office of Nuclear Energy approval, and do not have to be members of the Advisory Committee.
    
    
11. Members:
    
    Committee members shall be appointed by the Secretary of Energy based on their knowledge and expertise of the topics expected to arise during their five-year appointments. The approximate number of Committee members will be 20.
    
    

    Members shall be experts in their respective fields and appointed as special Government employees, or representatives of entities including, among others, research facilities, academic and policy-centered institutions, and industrial organizations, should the Committee’s task require such representation. 

12. Chairperson:
    
    The Chairperson shall be appointed by the Secretary of Energy.
