Program Assessment RatingTool (PART)

PPP collaborates with the Office of Management and Budget (OMB), Interior’s Budget office, Interior’s bureaus and other Interior offices in using the Administration’s Program Assessment Rating Tool (PART) to review program performance. PART is a standardized and systematic process for rating program performance that will then be used to help make budget decisions. PART can also help establish performance criteria for good government management and will be used in annual performance plans and reports required by the Government Performance and Results Act (GPRA). OMB and Interior are working together to review 20% of DOI’s programs under the PART process each year until all programs are evaluated. In addition, the PART review process revisits the programs previously evaluated each year until 100% of the programs are reviewed each year. The schedule of reviews looks like this:

Year 1: 20% (completed in FY 2002 for FY 2004 budget)

Year 2: new 20% + previous 20% (completed in FY 2003 for FY 2005 budget)

Year 3: new 20% + previous 40% (completed in FY 2004 for FY 2006 budget)

Year 4: new 20% + previous 60% (completed in FY 2005 for FY 2007 budget)

Year 5: new 20% + previous 80% (completed in FY2006 for FY 2008 budget)

Year 6 and after: 100% (completed in the above sequence)

ExpectMore.gov is a new website that reports on Federal program performance and what is being done to improve results. There are nearly 1000 PART program assessments available on ExpectMore.gov.
