The Erie County Department of Senior Services was created in 1971 and subsequently designated an Area Agency on Aging under Title III of the Older Americans Act. The primary responsibilities which the Department has under the Older Americans Act and New York State Community Services for the Elderly Programs focus on planning, advocacy and coordination activities.
These responsibilities are:
- To develop and implement a Four-Year Plan of services which is responsive to the priority needs of older persons of Erie County. Services under this plan are delivered either directly by the Department or through community organizations under contract with the Department.
- To advocate on behalf of the needs of older persons by monitoring, evaluating and commenting on policies, programs, and community actions which affect the elderly of Erie County.
- To represent the needs, interests and concerns of older persons to public officials and others.
- To coordinate our planning and service activities with other agencies and organizations to promote the most efficient use of existing resources and to promote new and expanded benefits to the elderly.
Demographics: 2000 Census
- 20.0% of the population of Erie County is 60+ (189,909 individuals)
- 15.9% of Erie County 's population is 65 years or older (151,258)
- 7.9% of the resident population is 75 years or older (75,051)
- Erie County's 60-year and over population has grown from 14.5% of the total County population in 1970 to 20% in 2000.
Service Delivery:
Estimated number of persons 60 years of age and over who were served by the Department of Senior Services last year:
- "Going Places" van system provided seniors with almost 56,000 (one-way) trips.
- Forty-eight congregate dining sites served more than 369,000 hot noonday meals to 4,934 registered seniors.
- Meals on Wheels delivered 749,000 meals to over 2,900 homebound seniors.
- Information & Assistance received more than 18,000 calls from seniors and family members.
- Home Energy Assistance Program (HEAP), helped 23,700 senior households pay heating costs.
- 1,286 Retired Senior Volunteers (RSVP) provided 194,304 hours of community service, valued at over $3.7 million.
- EISEP home care provided more than 121,499 units of service, including personal care and housekeeping to 587 older persons.
- Case Management system provided over 107,000 hours of service to 9,000 frail elderly living in the community, including casework, financial management, guardianship, and home services through Protective Services.
- 10,276 hours of Legal counsel were provided to 759 seniors in need of assistance, including seniors raising/adopting children.
- Assisted 750 seniors in seeking employment opportunities, job placement or referral, and job skills building.
