Instructions for Completing Form SF-424

To apply for EDA investment assistance, an eligible applicant must submit a proposal on the Pre-application for Investment Assistance (Form ED-900P) or other proposal format as specified in the applicable Federal Funding Opportunity (FFO) announcement in addition to a completed Form SF-424. Please note that the Form SF-424 previously included in EDA’s pre-application has been replaced by a revised version of Form SF-424. Therefore, these documents are posted separately; both must be completed and submitted for EDA to consider a proposal. EDA accepts pre-application proposals on a continuing basis unless otherwise specified in the applicable FFO announcement.

EDA uses the pre-application to make preliminary eligibility and investment rate determinations, and to evaluate the competitiveness of a proposed project. The pre-application allows eligible applicants to obtain EDA’s preliminary review before undertaking the completion of a full application for investment assistance.

Application for Federal Assistance (Form SF-424)

Instructions for Completing Form SF-424

EDA selects investment proposals competitively based on the investment policy guidelines and funding priority considerations identified in the applicable FFO announcement. If EDA invites a proponent to submit an application, the proponent must complete and submit an Application for Investment Assistance (Form ED-900A).

An invited proponent will generally have thirty (30) days to submit a complete application and a completed SF-424 to the appropriate regional office. Please note that the Form SF-424 previously included in EDA’s application has been replaced by a revised version of Form SF-424. Therefore, these documents are posted separately; both must be completed and submitted for EDA to consider an application. Generally, EDA requires two (2) months to reach a final decision after receipt of a complete application that meets all EDA requirements.

The Application for Investment Assistance also requires a proponent to complete one of the following program-specific components, depending on the type of investment assistance for which the proponent is applying:

Capacity Building Program Requirements (related to EDA’s Planning Program, Local Technical Assistance Program, University Center Economic Development Program, and Economic Adjustment Assistance Investments, including Strategy Grants, Capacity Building Implementation Investments, and Revolving Loan Fund (RLF) Grants)

Construction-related program requirements (related to EDA’s Public Works and Economic Development Program and Economic Adjustment Assistance Construction Investments)

National Technical Assistance, Training, and Research and Evaluation program requirements (related to EDA’s National Technical Assistance Program and Research and Evaluation Program)

In working with the appropriate Trade Adjustment Assistance Center, a manufacturing or production firm seeking trade adjustment assistance must complete and submit the following form:
