LAWS

• Public Works and Economic Development Act of 1965, as amended (PWEDA), including the comprehensive amendments made by the Economic Development Administration Reauthorization Act of 2004  (PWEDA PDF)

PWEDA is EDA’s authorizing statute. On October 27, 2004, President Bush signed into law the Economic Development Administration Reauthorization Act of 2004 (Pub. L. 108-373), which reauthorizes EDA’s economic development assistance programs through fiscal year 2008.


Trade Act of 1974, as amended (PDF)

Title II, Chapters 3 and 5, of the Trade Act of 1974, Public Law 93-618, as amended, provides for trade adjustment assistance for firms and industries.(19 USC §§2341-2355; 2391). Section 131 of Public Law 107-210 authorizes the trade adjustment assistance program for firms through fiscal year 2007.



REGULATIONS

Final Rule (PDF).

EDA promulgates final regulations. EDA published its final rule on September 27, 2006 in the Federal Register (71 FR 56658). The final rule reflects changes made to PWEDA by the Economic Development Administration Reauthorization Act of 2004 (Pub. L. 108-373). The final rule includes a preamble that responds to public comments received on the interim final rule (published on August 11, 2005) and discusses additional changes made to the regulations from the interim final rule published in December 2005. The final rule is effective as of September 27, 2006.
