Communications Systems Analysis Division

  • Jeffery Goldthorp, Chief

    Jeff Goldthorp is Chief of the Federal Communications Commission's Communications Systems Analysis Division in the Public Safety and Homeland Security Bureau. He leads a technical staff in the analysis of communications systems reliability and security, including the collection and analysis of communications network outage data, establishing statistically meaningful portraits of communications network reliability and working with industry to facilitate improvements to reliability and security. In times of disaster, Mr. Goldthorp's Division collects and analyzes data that is used to establish more accurate assessments of the condition of communications infrastructure in affected areas. Mr. Goldthorp's Division is also working with the Commercial Mobile Service Alerting Advisory Committee to help ensure that the Commission's obligations under the WARN Act are upheld.

    Mr. Goldthorp earned a BS in Electrical Engineering from Lehigh University and an MS in Electrical Engineering from Princeton University. He began his career in 1984 as an electrical engineer with Bell Communications Research, which subsequently became Telcordia Technologies. At Telcordia Mr. Goldthorp earned a patent for a DSP-based near-end crosstalk simulator that is in use today in Telcordia's laboratories and was General Manager of Network Access Engineering Services. He joined the Commission in 2001. Prior to his current position, he was Chief of the Network Technology Division in the Office of Engineering and Technology.

  • Jean Ann Collins, Deputy Chief

    Jean Ann Collins is the Deputy Chief of the Communications Systems Analysis Division in the Commission's Public Safety and Homeland Security Bureau. In this role, she provides legal counsel and helps administer the Commission's information collection requirements (e.g., network outage reports), analyzes the reliability and security of the nation's communications systems, and supports the Commission's Advisory Committees and Panels focused on the reliability and security of communications networks, including public safety communications.

    Ms. Collins previously served as Senior Counsel in the Enforcement Bureau's Office of Homeland Security and as Alternate Designated Federal Officer for the Independent Panel Reviewing the Impact of Hurricane Katrina on Communications Networks. Ms. Collins joined the Commission in 1999 as an Attorney-Advisor in the Media Bureau's Audio Division. She received her J.D. from the University of Colorado School of Law and her B.A. from the University of Virginia.

  • Gregory Cooke, Legal Counsel

The Communications Systems Analysis Division (CSAD) administers and updates the Commission's Part 4 rules concerning disruptions to communications and the Commission's Network Outage Reporting System (NORS) that was developed to facilitate the filing of required communications outage reports. CSAD monitors these reports, analyzes the data provided, and identifies trends. It also works with the communications industry to develop and implement improvements that help ensure the reliability, redundancy and security of the Nation's communications infrastructure.

In addition, CSAD performs analyses and studies addressing public safety, homeland security, emergency management and preparedness, disaster management and national security issues. Further, CSAD supports the work of the Commercial Mobile Service Alert Advisory Committee which is developing recommendations on technical standards and protocols to facilitate the ability of commercial mobile service (CMS) providers to voluntarily transmit emergency alerts to their subscribers pursuant to the Warning, Alert and Response Network Act that was enacted on October 13, 2006.

Once the necessary approval has been obtained from the Office of Management and Budget, CSAD will administer the web-based Disaster Information Reporting System (DIRS), which will facilitate the collection of information needed to determine the status of communications services in areas affected by major disasters.
