Loans/Grants

The National Credit Union Administration’s Community Development Revolving Loan Fund (CDRLF) was established by Congress to support credit unions that serve low-income communities by making loans and Technical Assistance Grants (TAGs) available to qualifying institutions.

The Office of Small Credit Union Initiatives is responsible for the administration of several programs designed to establish, strengthen, and improve the operations of small and low-income designated credit unions.

The CDRLF provides low-cost funds to credit unions in furthering a variety of financial and related services designed to meet the particular needs of the members’ and the low-income community served.  Credit unions may receive an aggregate amount of $300,000 in loans.  There is no minimum loan amount.  Currently, the loans have a fixed interest rate of one percent and are unsecured (no UCC form required).  Credit unions can apply for loans any time during the year.

General Guidelines for Technical Assistance Grants (PDF)
Technical assistance grants (TAGs) are monetary awards provided to assist qualified applicants.

Chartering New LICUs
The Office of Small Credit Union Initiatives collaborates with regional NCUA staff, trade groups, communities, and other associational groups to establish newly chartered low-income designated credit unions.

Low-income Designation
Credit Unions designated as low-income (LICU) may accept non-member deposits, participate in the Community Development Revolving Loan Program, accept secondary capital funds and receive technical assistance.

Credit unions may request and obtain low-income designations. These credit unions are eligible for a number of benefits such as the Revolving Loan program. To obtain a list of low-income credit unions please use this link and check the "Yes" box for low-income designation.
