Overview - Careers at the Joint Committee

For anyone interested in tax law and policy and the tax legislative process, serving as a staff member of the Joint Committee can be extremely rewarding. Our staff is a closely-knit group of several dozen lawyers, accountants, economists, information technology specialists, and administrative support personnel. We work in teams, and we bring to every project the perspectives of professionals from different disciplines. Our aim in taking this collaborative, interdisciplinary approach is to provide a careful, informed analysis of each issue that we are asked to consider.

Legislation Counsel/Accountant

The Joint Committee on Taxation is seeking Federal tax attorneys and accountants with experience in, among other areas:

  • pensions, employee benefits, and health care;
  • compliance and procedure;
  • tax-exempt bonds;
  • corporate and mergers and acquisitions; and
  • partnerships.

Qualifications: For lawyers and accountants from the private sector, large firm experience is preferred. Extensive writing is required. Ideal candidates will have excellent writing, communication, analytic, and interpersonal skills and must be able to work under tight deadlines with minimal supervision. In addition, candidates must be proactive, creative, and possess imaginative problem solving skills. Candidates are expected to commit to working at the Joint Committee for at least two and a half years; longer-term employment is encouraged but not required.

Salary and benefits: Salaries depend on experience but can be expected to be at least $100,000 and to be limited by the salaries of members of Congress. Joint Committee staff members are generally eligible for participation in Federal benefit programs, including the Federal retirement and health benefits programs.

Macroeconomist

The Joint Committee on Taxation is seeking an experienced macroeconomist to assist in the development and implementation of macroeconomic analysis of major tax legislation.

Candidates must have a Ph.D. or equivalent. Special consideration will be given to candidates who have built and used dynamic general equilibrium models. Excellent quantitative and analytic skills, writing ability, and interpersonal skills required. The ability to communicate technical material in a clear manner to noneconomists is a plus. Candidates must be able to work efficiently under tight deadlines and with minimal supervision.

Economist -- Revenue Analysis

The Joint Committee on Taxation is seeking an economist to assist in formulating estimates of the Federal budget impact of proposed Federal tax legislation and analyzing the possible economic and administrative implications of proposed changes in the Federal tax laws.

Economist - - Policy Analyst

The Joint Committee on Taxation is seeking an economist to provide policy and technical advice to Members of Congress and Congressional committees with respect to Federal tax matters. Staff economists provide economic analyses of tax proposals, explain tax proposals to Members of Congress and Congressional Committees, and assist in the development of Federal tax legislation.

Minimum qualifications include a Ph.D. (or equivalent) with training in microeconomics, public finance, and taxation. The position requires outstanding analytic, writing, and oral communication skills. Ideal candidates must be able to work effectively in a multidisciplinary setting (with attorneys and accountants) and be able to work under tight deadlines. Executive Assistant

The Joint Committee on Taxation is seeking to hire a full-time executive assistant with excellent organizational skills.  This position requires a smart, mature, highly motivated, self-confident individual with a professional demeanor and superior judgment who is able to exercise tact and discretion, especially when interacting with front office visitors and answering telephone inquiries.  The candidate will work directly with the Chief of Staff, and will also provide support to the professional staff and other executive assistants.  The candidate must be able to keep track of legislative activity.  He or she will also edit and publish a daily internal newsletter covering technical issues relevant to the Committee’s work, along with general business developments.  The candidate must be able to accommodate a flexible work schedule.

Excellent written and oral communication, plus accurate proofreading and editing skills are required. Must be well experienced with Microsoft Office, namely, Word, Excel and Outlook.
