Procurement Services manages and streamlines procurement and payables functions for the UNT System campuses (University of North Texas, UNT Health Science Center, UNT Dallas and UNT System Administration).

The mission of the Procurement and Payment Service Department is to support the University of North Texas System’s mission of transforming lives and creating economic opportunity through education by administering the procurement of and payment for goods and services acquired by the University of North Texas System in compliance with applicable Federal, State and local guidance and in a timely and accurate manner providing the highest quality and cost-effective services.

Leadership Team
Ron Brade joined the University of North Texas System in October 2020 after 29 years working for the federal government, most recently serving as the Associate Center Director for the NASA Ames Research Center in California’s “Silicon Valley.” He provides strategic direction, leadership and supervision of strategic sourcing, contracts management, procure-to-pay functions, and the Historically Underutilized Business program across UNT System. He implemented an organizational restructuring of UNT System’s procurement operation designed to create sustainable efficiencies that will help to counter the financial challenges created by the COVID-19 pandemic. Ron holds a bachelor’s degree from Virginia Tech, a master’s in public administration concentrating in Procurement and Contracting from the George Washington University and is a graduate of Harvard University’s prestigious Senior Executive Fellows Program.
Greg Obar leads strategic sourcing, contracts management and Historically Underutilized Business Program on behalf of the UNT System’s three campuses and UNT System Administration. Greg brings 30 years of experience leading people and managing processes to his role at the UNT System. Prior to joining the UNT System, Greg served 24 years in the U.S. Marine Corps, including more than 10 years overseas, during which he served in a variety of roles including infantry, military intelligence and human resources officer. Greg holds master's degrees in Management & Leadership and Human Resources Development, and is a Certified Texas Contract Developer and Contract Manager.
Shelley Pavero leads the Purchasing and Accounts Payable team on behalf of UNT System Administration and UNT System’s three campuses. She has been with UNT System Administration for five years and brings with her 30 years of experience in leading people and accounting processes in the private sector. Her many accomplishments in the private sector include implementing an automated Accounts Payable process, an automated Vendor File Maintenance process and managing and developing vendor relationships. Shelley holds a Bachelor’s in Accounting and is a Certified Texas Contract Developer.
Jon Rascon leads the Acquisition Centers of Excellence (ACE) team on behalf of UNT System Administration and UNT System’s three campuses. He has been with UNT System Administration for four years and brings over 15 years of procurement experience in both the public and private sector. Jon holds a Bachelor’s in Business Management and is a Certified Texas Contract Developer (CTCD) and Contract Manager (CTCM).
