Per [Cloud Foundry documentation](https://docs.cloudfoundry.org/running/apps-enable-diego.html#app-code) use of `$VCAP_APP_HOST` and `$VCAP_APP_PASSWORD` are incompatible with newer (Diego-based) Cloud Foundry deployments. This change makes this repository forward compatible with the new cloud.gov environment deployment in AWS GovCloud.

Update Django, pin regulations

We have been using "master" for both regulations libraries. This pins both to
versions associated with the current master.

The home page makes a large number of API requests; without caching, it'll
spin those off for every user

Also removes redundant `os.environ` calls; the cfenv library does that for us

With eregs/regulations-site#452, we have access to a slew of new blocks which
we can override. Do so with the EPA-specific content. Once this is merged we
can make the content in -site more generic.

This also adds ethnio to the success page.

Resolves #441. Icon taken from 18f.gsa.gov

Install SASS in travis

This didn't show up in our earlier tests because we were pointing to the
non-SASS version of -site.
