The Framework for Homelessness Prevention document explains commonly used categories of homelessness prevention to guide decisions that promote being effective and efficient. Effective interventions help people who are at risk to find and maintain stable housing and avoid homelessness. Efficient interventions provide assistance to the people who are most likely to experience homelessness if they do not receive assistance and minimize the extent to which resources are provided to those who are unlikely to experience homelessness.
