Country-Specific Information:
As of 16 December, the Government of Montenegro has confirmed that there are currently 9,454 active cases of coronavirus (COVID-19) within its borders. Since the beginning of the pandemic, a total of 42,148 cases have been identified in Montenegro in include those recovered, currently active and those who have passed away due to the virus. As of July 21, the Government of Montenegro has declared that there is an epidemic of COVID19 throughout the entire territory of Montenegro. The Government of Montenegro publishes all measures in force to prevent the spread of COVID-19 in English at https://www.gov.me/en/homepage/measures_and_recommendations/.
These measures throughout the country include:
- A nationwide curfew is in effect from 2200 until 0500.
- All Catering Facilities (restaurants, bars, cafes) will be open from 0700 to 1800. A maximum of four guests may be seated together, inside or outside.
- Face masks must be worn in all public open and enclosed spaces by everyone eight years and older.
- Face masks must be worn in all passenger motor vehicles (except when alone or with immediate family).
- Grocery stores and other businesses will appoint employees who will control access to the business to ensure all protective measures are followed. They will be open from 0700 to 2000 They must also post a notice at their entrance indicating the maximum number of persons allowed inside at the same time and to implement these measures by providing the space and marking a distance of at least two meters between persons waiting to enter or checkout.
- Ban on gatherings of more than four adults in open public spaces (sidewalks, squares, streets, parks, beaches, etc.)
- Ban on gatherings in closed and open public places including sports, political gatherings, cultural events, private gatherings and weddings.
- Funerals are to be conducted with only immediate family.
- Religious rights are permitted in religious with the presence of citizens and should be performed in such a way as to provide at least 10m2 of space per person.
- Ban of intercity passenger traffic is prohibited from Friday 2200 to Monday at 0500.
- Individual sporting activities are allowed in public spaces, with obligatory social distancing measures. Group sporting activities are also allowed, but without spectators.
- Fitness centers and gyms remain open with restrictions. Group trainings and amateur sports competitions are banned.
- Gathering in residential buildings is prohibited except for family members.
- Visiting patients in hospitals is banned.
- Cyclists may ride without masks as long as they are alone or with family. They must wear a mask if riding in a group that is not immediate family.
- Discos and Night Clubs are closed.
- All schools and universities are open.
Entry and Exit Requirements:
- Are U.S. citizens permitted to enter? Yes, with a negative PCR test for novel coronavirus (SARS-CoV-2) not older than 72 hours or a positive coronavirus antibody test result (SARS-CoV-2) of the IgG class obtained by ELISA serologic test not older than 72 hours. This does not apply to children up to the age of 5. Travelers must not have stopped, nor transited through, countries that are not permitted to enter Montenegro within the previous 15 days.

- Is a negative COVID-19 test (PCR and/or serology) required for entry? Yes. Negative tests are required for the countries listed as Države iz kojih je moguć dolazak uz negativan rezultat PCR testa na novi koronavirus (SARS-CoV-2) ili pozitivan rezultat antitijela na novi koronavirus (SARS-CoV-2) klase IgG dobijen ELISA serološkim testom: at https://www.ijzcg.me/me/novosti/covid-19-popustanje-mjera-u-medunarodnom-saobracaju.
- Are health screening procedures in place at airports and other ports of entry? Yes
- U.S. Citizens who are in Montenegro wishing to extend their residency permit must contact their local police station.
Movement Restrictions:
- Is a curfew in place? Yes, from 2200-5000 daily.
- Are there restrictions on intercity or interstate travel? Yes, from Friday at 2200 to Monday at 5000. Those travelling to an airport with an onward ticket are exempt from this restriction.
Quarantine Information:
- Are U.S. citizens required to quarantine? No, with a negative PCR test for novel coronavirus (SARS-CoV-2) not older than 72 hours or a positive coronavirus antibody test result (SARS-CoV-2) of the IgG class obtained by ELISA serologic test not older than 72 hours. This does not apply to children up to the age of 5.
- Those suspected of being in contact with people infected or suspected to be infected must self-isolate for 14 days. Those with positive tests for remain in self-isolation until recovery and at least 14 days.

COVID-19 Testing:
- PCR testing can be done at the Public Health Institute locations and is free of charge. Contact information: +382 (0)20 412 888 or ijzcg@ijzcg.me
- Private labs are available to conduct PCR testing. For scheduling and costs, contact Moj Lab in Podgorica at +382 (0)67 053 053 or Poliklinika Dr. Zejnilovic in Bar at +382 (0) 69 295 333.
- Antibody testing can be done in private labs. Costs vary 16-25 euros.
- The United States Government does not plan to provide COVID-19 vaccinations to private U.S. citizens overseas. Please follow host country developments and guidelines for COVID-19 vaccination.
Transportation Options:
- Are commercial flights operating? Yes
- Is public transportation operating? Yes
- Facemasks must be worn in all public transportation, airports, stations and taxis.
- International rail traffic is suspended.
Fines for Non-Compliance: (if applicable)
- Precautionary measures have been introduced to reduce the risk of transmission of COVID-19. People found to be in violation of the regulations can be fined and/or arrested, and sentenced to up to a year in prison.
