Judge Stephen R. Henley is the Chief Administrative Law Judge (ALJ), Office of Administrative Law Judges, United States Department of Labor, Washington, D.C. Before assuming his current position in 2014, he was an Administrative Law Judge with the Social Security Administration in Fayetteville, North Carolina.
Prior to his appointment as an ALJ, Judge Henley served nearly 30 years in the United States Army, from which he retired in 2011 after 5 ½ years as Chief Trial Judge of the Army Trial Judiciary, the longest serving Army Chief Trial Judge. Judge Henley served more than thirteen years as a military trial judge presiding over criminal cases around the globe, ranging from capital murder, rape and sexual assault to drug use, AWOL and larceny, including courts-martial in Iraq, Kuwait and Afghanistan and military commissions convened in Guantanamo Bay, Cuba.
Judge Henley received a B.S. from Providence College, an M.H.A. from Duke University, J.D. and LL.M. degrees from The George Washington University and an LL.M. from The Judge Advocate General’s School, Charlottesville, Virginia. He formerly served as an Adjunct Professor at The George Washington University Law School and was the recipient of the 2011 Judge Advocates Foundation MG William K. Suter Distinguished Judicial Service Award.
