Summary

This follow-up audit of the Tren Urbano Rail Transit Project in San Juan, Puerto Rico will assess the: (1) reliability of the project’s current cost and schedule estimate; (2) reasonableness of the Puerto Rico Highway and Transportation Authority’s (HTA) financial plan for completing the project; (3) HTA’s efforts to resolve outstanding construction quality problems; and (4) plans and procedures for beginning revenue operations. HTA manages the Tren Urbano Rail Transit Project.
