Overview 

The FBI’s Resource Planning Office (RPO), using a corporate approach, manages the Bureau’s $4 billion-plus personnel budget and strategic planning processes, crafts corporate policy, maintains business intelligence tools, automates and re-engineers business processes, and provides project-based advisory services to senior executives. Working with all FBI Headquarters divisions and field offices, RPO fosters an environment in which cross-cutting organizational issues and priority topics are collaboratively discussed and addressed at all levels.

RPO Consists of Seven Units

  • Administrative Management and Analysis Unit: Provides exceptional customer service and manages administrative functions (e.g., budget, personnel, procurement, property, training, and travel) for the executive offices of the Director, better enabling them to meet their missions.
  • Business Process Management Unit: Aims to continuously improve the FBI’s efficiency through business process re-engineering, standardization, transparency, and automation.
  • Internal Advisory Group: Provides senior management with analyses and recommendations to resolve cross-divisional, complex issues and manages the process for reviewing the FBI’s top strategic initiatives.
  • Internal Policy Office: Manages the coordination, approval, publication, and promulgation of FBI internal policy and forms.
  • Performance Management Unit: Manages an enterprise warehouse of FBI operational and organizational data, develops reporting products and visualizations, and provides advanced analytics support on key FBI management challenges.
  • Resource Analysis Unit: Manages the FBI’s personnel budget, analyzes compensation and benefits costs, drives strategic resource allocation decisions, and manages projects related to resource allocation.
  • Strategy and Program Management Unit: Facilitates the development and execution of the FBI Strategy at Headquarters and throughout the field.
