What the FCC is Doing
The FCC is working to ensure that Americans stay connected during the COVID-19 pandemic and is also taking steps to protect the health and safety of its staff.
- Keep Americans Connected Pledge: FCC Chairman Ajit Pai called on broadband and telephone service providers to promote connectivity for Americans impacted by the disruptions caused by the coronavirus. In order to ensure that Americans do not lose their broadband or telephone connectivity as a result of these exceptional circumstances, he asked them to take the Keep Americans Connected Pledge. Chairman Pai asked for and received commitments from over 800 companies and associations to take his Keep Americans Connected Pledge. The pledge began on March 13, 2020 and was extended to June 30, 2020.

Broadband will enable them to communicate with their loved ones and doctors, telework, ensure their children can engage in remote learning, and—importantly—take part in the 'social distancing' that will be so critical to limiting the spread of this novel coronavirus." – FCC Chairman Pai
Learn more about the pledge and the companies and associations that signed on. - COVID-19 Telehealth Program: The FCC established a $200 million COVID-19 Telehealth Program to help health care providers provide connected care services to patients at their homes or mobile locations in response to the pandemic. Congress appropriated the funds as part of the CARES Act. The Program provided immediate support to eligible health care providers responding to the pandemic by fully funding their telecommunications services, information services, and devices necessary to provide critical connected care services. Since the beginning of the FCC’s COVID-19 Telehealth Program on April 2, the agency approved 539 funding applications in 47 states plus Washington, D.C. and Guam for a total of $200 million in funding—the amount of money provided by Congress in the CARES Act. - Supporting Consumers: The FCC is working to keep Americans informed about the latest COVID-19 phone and text-based scams. Learn more and hear scam audio. In addition, the FCC has issued a consumer alert that provides tips to consumers to help them optimize their home networks during the pandemic. The FCC has also acted to help ensure that no current Lifeline subscribers are involuntarily removed from the Lifeline program during the pandemic by waiving several rules that could otherwise result in de-enrollment of subscribers. The FCC also waived Lifeline program rules to assist program participants potentially affected by the disruptions caused by the pandemic and aid community efforts to slow its spread. - Supporting Schools: The FCC has worked on several efforts to support our nation’s schools. The FCC has partnered with the Department of Education to promote the use of $16 billion in funding from the CARES Act’s Education Stabilization Fund for remote learning. In addition, the FCC has taken a number of steps to ensure connectivity for schools and libraries:
- Waived gift rules in the E-Rate program to make it easier for broadband providers to support remote learning efforts during the pandemic; clarified that schools and libraries that are closed due to the COVID-19 outbreak are permitted to allow the general public to use E-Rate-supported Wi-Fi networks while on the school’s campus or library property; extended key service implementation and filing deadlines to provide relief to program participants.
- Increased Funding Opportunities for Schools—Opened second E-Rate funding window for schools so they can purchase additional bandwidth for this academic year to address needs resulting from the increasing shift to 1:1 student-to-device ratios in classrooms, live streaming of classroom instruction to students at home, and expanding use of cloud-based educational tools and platforms.
- FCC Facilities: The FCC does not allow visitors into its facilities, absent special permission from the Office of Managing Director. No visitor will be granted such permission unless there is a clear operational necessity. This measure will remain in effect for the foreseeable future and is being taken to help protect the health and safety of our employees and mitigate or slow the transmission of COVID-19 within the community.
- FCC Employees: As the FCC has continued to assess the situation and the latest guidance from the CDC, federal, state, and local authorities, the agency has decided to take an additional proactive and precautionary measure pursuant to 5 CFR § 550.409 and mandate telework beginning Monday, March 23, 2020, for all FCC employees, unless they are authorized to access an FCC facility to perform critical, mission essential functions that cannot be performed remotely. We take these steps while continuing to conduct the regular and ongoing work of the FCC. The FCC has also suspended until further notice non-critical FCC domestic and international travel. In addition, the Commission suspended until further notice any agency involvement in non-critical large gatherings. The Chairman's Office, in consultation with the Public Safety and Homeland Security Bureau, the Office of Managing Director, and Office of General Counsel, will continue to monitor COVID-19-related developments and will implement additional precautions should circumstances warrant.
