The Bureau of Oceans and International Environmental and Scientific Affairs awarded funds to the Colorado School of Mines to work on reducing mercury use in Peru’s artisanal and small-scale gold mining sector. They are partnering with two universities in Peru on participatory development of techniques for mercury-free processing of gold ore. University Corporation for Atmospheric Research (UCAR) continues to implement a grant for the GLOBE program to engage thousands of students, teachers, and community leaders in targeted Zika-affected countries in Africa, Asia and the Pacific, and Latin America and the Caribbean to collect data on mosquito breeding for a NASA-based global mapping project. The program, which runs from October 2017 to September 2019, will encourage STEM studies, raise awareness in communities regarding protective measures they can take against mosquito-borne infectious disease, and also improve the tracking and control of Zika and other mosquito-borne viruses through crowdsourced data.

Battelle Memorial Institute sponsored nineteen international participants through an OES grant – Mission Mosquito – to visit the Colorado State University (CSU) in Fort Collins, the U.S. Centers for Disease Control’s National Center for Emerging Zoonotic Infectious Diseases (NCEZID), and the National Ecological Observatory Network (NEON) research facility at the Central Plains Experimental Range (CPER) in Nunn, Colorado from May 10 to 11, 2018. The focus of the visits was for the participants to learn about U.S. expertise in mosquito control and the increasing challenge of pesticide resistance, as well as data collection and surveillance efforts. The Mission Mosquito program, which runs from October 2017 to August 2019, will establish a self-sustaining international network among community leaders and trusted health practitioners, scientists, journalists, and educators to spur innovation in public engagement, and develop/implement communication strategies and follow-on programming that drive impactful and locally appropriate solutions.

Researchers from the University of Colorado Boulder received funding from the Pakistan-U.S. Science and Technology Cooperation program, which seeks to facilitate scientific cooperation between scientists in the two countries, thus benefiting U.S.-based researchers in selected areas. Bureau of Political-Military Affairs
The Department of State’s Bureau of Political-Military Affairs, Office of State-Defense Integration has three Foreign Policy Advisor (POLAD) positions assigned to the U.S. Northern Command (NORTHCOM) and one POLAD position assigned to the Special Operations Command North (SOCNORTH), all based out of Colorado Springs. POLADs are U.S. diplomats that serve typically two-year tours at U.S. military commands and provide foreign policy advice to senior military leadership.

The Strong Cities Network (SCN) – launched and sustained by the State Department – is a global network of mayors, municipal-level policy makers, and practitioners united in building social cohesion and community resilience to counter violent extremism. Across the world, cities are on the frontline of building resilience to radicalization to violence. Local governments, whether cities, municipalities or towns, are uniquely positioned to safeguard their citizens from community polarization and radicalization through partnerships with local communities. The SCN is made up of over 120 cities worldwide. In the U.S., SCN members include: Atlanta, GA; Aurora, CO; Chattanooga, TN; Denver, CO; Los Angeles, CA; Louisville, KY, Minneapolis, MN; Montgomery County, MD; New York, NY; and San Diego, CA. The mayors of both Anaheim and Chattanooga participated in the SCN Global Meeting in Denmark in May 2017.

Diplomatic Security San Francisco Field Office serves Colorado: Diplomatic Security has offices throughout the United States staffed with special agents and contract investigators, who conduct criminal, counterterrorism and background investigations. Agents assigned to field and resident offices assist in providing support to the protection of the Secretary of State, the U.S. Ambassador to the United Nations, and visiting foreign dignitaries. Liaison with federal and local law enforcement, foreign mission personnel, local officials, and the private sector complements their major responsibilities.

The Thomas R. Pickering and Charles B. Rangel International Affairs Fellowship Programs encourage applications from minority groups historically underrepresented in the U.S. Foreign Service, women, and those with financial need. Each fellowship provides financial assistance towards the completion of a two year master’s degree in a field related to the Foreign Service, academic funding, mentorship and two internships – one in the U.S. and the other abroad at a U.S. Embassy or Consulate. Fellows commit to a minimum of five years in the Foreign Service. Currently, there are 13 active participants from the state of Colorado.

Colorado State University’s two campuses in Pueblo and Fort Collins are collaborating with Universidad Autónoma de Baja California Sur of Mexico to develop an ecotourism education program and to establish an Institute for Ecotourism Studies. This project provides opportunities for students to engage in immersive, field-based academic courses and cultural exchange while expanding knowledge and understanding around the issues of ecotourism and sustainable development. This partnership is part of the 100,000 Strong in the Americas Innovation Fund, the dynamic public/private sector collaboration between the U.S. Department of State, Embassies, NGOs, companies, and foundations that inspires U.S. universities and colleges in the United States to team up with higher education institutions in the rest of the Western Hemisphere region.

University of Denver, along with Universidad del Desarrollo (Chile) received a 100,000 Strong in the Americas grant to facilitate an exchange program that will meet urgent, community mental health needs and play a critical role in training linguistically- and culturally-competent mental health providers. U.S. students will travel to Chile to visit clinical sites in various areas of psychology and participate in didactic and case study presentations with Chilean students and faculty. Chilean students will travel to Denver to complete a practicum experience with community mental health agencies. This program is ongoing.
