The Public-Private Partnership Advisory Council to End Human Trafficking, established by the Trafficking Victims Protection Act of 2017 (the Act) , enacted on December 21, 2018, provided a formal platform for representatives of nonprofit groups, academia, and nongovernmental organizations to advise the federal government and make recommendations to the President’s Interagency Task Force to Monitor and Combat Trafficking in Persons (PITF) on federal anti-trafficking policy and programming efforts, including in the areas of prevention and victim services. Members of the Council were appointed by the President for two-year terms. Per the statute, the Council’s term ended on September 30, 2020.

Pursuant to the Act, the Council’s duties are to:
- Be a nongovernmental advisory body to the Senior Policy Operating Group;
- Review Federal Government policy and programs intended to combat human trafficking, including programs relating to the provision of services for victims.
- Serve as a point of contact, with the United States Advisory Council on Human Trafficking, for Federal agencies reaching out to human trafficking nonprofit groups and nongovernmental organizations for input on programming and policies relating to human trafficking in the United States.
- Formulate assessments and recommendations to ensure that the policy and programming efforts of the Federal Government conform, to the extent practicable, to the best practices in the field of human trafficking prevention and victim services.
- Meet with the Senior Policy Operating Group to formally present the findings and recommendations of the Council.
- Submit a report in collaboration with the United States Advisory Council on Human Trafficking that contains the Council’s findings on the extent to which federal policies and programs centered on combating human trafficking conform to best practices in the field of human trafficking prevention, and rehabilitation and aftercare of human trafficking victims.
