This position is located in the Internship & Fellowship Programs (IFP) Office, Human Capital Directorate (HCD) at the Library of Congress and reports to the Chief, IFP. The incumbent provides program support on routine and non-routine duties to all IFP staff. The incumbent plans, executes and evaluates program-related activities and assignments that facilitates the overall mission and vision of IFP. The incumbent will work closely with other IFP staff program managers and other staff and interns.

Incumbent will expand knowledge of program and project management and will build on basic skills they bring to the detail. This position will report directly to the Chief, IFP, and interface heavily with internal and external stakeholders to IFP,  including program applicants, alumni, current participants, host service units representatives, supervisors and managers, and project mentors.

This position will serve as the Interim Program Manager for the 2021 Archives, History and Heritage Advanced Internship Program (AHHA) and will assist with other IFP priority programs and projects to include Library of Congress Internships and Junior Fellows. The detail position will be helpful in the early stages of administering a new grant and associated programs in 2021 and conducting targeted outreach.

Knowledge, Skills, and Abilities

  1. KSA#1: Program Planning and Management Work.** Carry out high-level program assignments and special projects, including: 1) compiling background information and gathering input from managers and/or supervisors; 2) identifying and resolving problems that impede program development efforts; 3) identifying needed resources to implement projects and programs at each stage; and 4) coordinating work with others as necessary.
  2. KSA #2: Ability to Manage and Execute a Budget for a Program or a Component of a Program.** Plan and monitor budget and expenditures.
  3. KSA #3: Ability to Communicate in Writing.** Create clear and effective writing products and specialized documents in the following areas: 1) analysis/reports, 2) memoranda, 3) policies and procedures. May (but not required) include project plans. Written products are written largely independently and require minimal revision.
  4. KSA #4: Ability to Provide Consultation and Liaison duties.** Served as a liaison for an organization and maintained relationships with others to coordinate and share resources and information. Coordinated details for special and priority projects or programs. Served on a team, taskforce or committee to analyze and improve processes, procedures and/or workflows.

 

  1. KSA# 5: Ability to Self-Manage: Set well-defined and realistic work-related and professional development goals; display a high level of initiative and commitment towards completing assignments on time; complete assignments with minimal supervision; is self-motivated to achieve; demonstrate responsible behavior and good judgment.

 

** Critical to the Position

NOTE: Potential applicants at the GS-12 must have one year time-in grade at the GS-12 to be eligible to be temporarily promoted to the GS-13. Current GS-13 applicants are also eligible (with no promotion).

Ultimately, detail appointments are possible only if the existing supervisor approves, and their approval is entirely optional.  Therefore, it is highly recommended that candidates for this detail discuss this opportunity before applying. If selected, the detail will only happen with supervisor approval.

 

The desired start date is February 14, 2021 (Pay period #4). This may be negotiable.
