The Federal Energy Management Program (FEMP) provides support and services to help agencies comply with the Guiding Principles for Sustainable Federal Buildings, which were issued by the Council of Environmental Quality (CEQ) on February 26, 2016, and Executive Order 13834: Efficient Federal Operations, which was signed on May 17, 2018.

Guidance
FEMP works as a liaison between CEQ's Office of Federal Sustainability (OFS) and federal agencies. FEMP helps provide agency feedback to OFS and develops supporting guidance and resources to help agencies with the implementation of the Guiding Principles for Sustainable Federal Buildings. Crosswalks
FEMP developed the 2016 Guiding Principles for Sustainable Federal Buildings Updates Crosswalks, to explain and highlight the differences between the 2016 and 2008 Guiding Principles for existing buildings and new construction and modernization. These documents walk through each of the 2016 Guiding Principles and highlight major changes and significant new requirements.

FEMP also complied a comprehensive list of 2016 Guiding Principles for New Construction or Modernization Frequently Asked Questions from actual agency questions related to the design, implementation, and tracking of the 2016 Guiding Principles.
Scorecards
FEMP tracks and compiles the annual progress reports used by the Office of Management and Budget (OMB) to score federal agencies' progress and compliance within the "Green Buildings" category on annual federal agency scorecards.
Checklists
FEMP developed two checklists for agencies that want to voluntarily evaluate and track building progress toward meeting the metrics defined by Determining Compliance with the Guiding Principles for Sustainable Federal Buildings.
