The Office of Minority Programs (OMP) executes Department of Energy (DOE) policies that strengthen diversity goals affecting minority businesses, minority serving institutions, and historically underrepresented communities.  OMP’s oversight is statutorily mandated within Public Law 95-619 that stipulates the development and implementation of comprehensive Department-wide policies, procedures and systems pertaining to establishing a comprehensive, nationwide energy related industries jobs program. OMP subordinate divisions – Energy Workforce Division  and Minority Educational Institution Division ensure that historically underrepresented communities have an opportunity to participate fully in the energy programs of the Department.

OMP Financial Assistance

In 1977, the Federal Grant and Cooperative Agreement Act was passed to help government agencies improve stewardship over federal funding to outside sources.  This was done by clarifying the differences between financial awards and contracts.  In 1978, the Office of Management and Budget (OMB) provided direction to ensure funding was used to provide assistance to organizations who were implementing programs or projects to help the public.  OMP's current financial assistance obligations support eighteen cooperative agreements that benefit Minority Serving Institutions, minority businesses, and disadvantaged individuals.
