Country Overview
CDC established its office in Ukraine in 2010 to develop the capacity of both the Government and non-governmental organizations in the country to respond to the HIV epidemic. Part of CDC’s focus in Ukraine is on enhancing the availability, quality, and use of surveillance and monitoring data to advance data-driven programming. CDC also works with the Ministry of Health to strengthen Ukraine’s Public Health Center as well as the HIV National Reference Laboratory and its laboratory network. Additionally, CDC works with the Ministry and partners to increase uptake of antiretroviral therapy, improve retention of patients in treatment, increase the number of people living with HIV (PLHIV) who are virally suppressed, and implement information systems for management of care for PLHIV.

Strategic Focus
The Centers for Disease Control (CDC) office in Kyiv, Ukraine was formally established in August 2010. CDC develops the capacity of government and non-government organizations (NGOs) in Ukraine to respond to the HIV epidemic by providing technical assistance (TA) to partners to develop in country capacity and reach 90-90-90 targets. Its strategic focus include:
- Advancing the availability, quality and use of surveillance and program monitoring data for data-driven programming;
- Strengthening the national public health center capacity to lead the HIV epidemic response;
- Strengthening HIV national reference laboratory and laboratory network, especially in quality management systems;
- Enhancing HIV testing by introducing new testing strategy.
- Increasing antiretroviral therapy (ART) uptake, improving retention, and increasing the number of people who are virally suppressed;
- Implementing information systems for management of care for persons living with HIV.
Key Activities and Accomplishments
Under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), CDC is supporting national partners to accelerate targeted HIV testing, linkage to treatment initiation. Multiple partners including National Public Health Center (PHC), local and international NGOs work together to improve data quality and use and building PHC capacity in the field of strategic information, laboratory and clinical management of HIV. CDC-Ukraine has accomplished the following:
- Supported the development of the National Center for Public Health, as well as the Kyiv City Public Health Center.
- Contributed to the development of a comprehensive HIV treatment and prevention protocol.
- Contributed to the implementation of ART optimization.
- In 2017, recruited 27,534 persons who inject drugs for HIV testing and linkage to services through a network-based testing program
- Launched a pre-exposure prophylaxis (PrEP) project for 100 men who have sex with men (MSM) in Kyiv city within the Fast Track City Initiative.
- Ukraine joined with CDC to support Strengthening Laboratory Management Toward Accreditation (SLMTA) program.
- Facilitated and funded assessments of blood safety and HIV laboratory systems, which informed national strategic planning.
- Launched National HIV Reference Laboratory renovation process.
- Supported Integrated Bio-Behavioral Surveillance (IBBS) in 2015 and 2017; introduced HIV rapid recency testing in IBBS 2017.
- Supported development and launch of National HIV Medical Information System (HIV MIS), currently operating in 12 regions of Ukraine.
- Supported launch of Field Epidemiology Training Program (FETP) in Ukraine.
- Supported response to polio and measles epidemic.
- Supported development of National HIV Train Smart database to track training in HIV/AIDS.
- Conducted trainings for national and regional Monitoring and Evaluation (M&E) professionals in Data quality assurance (DQA), HIV epidemic modeling, statistics, data analysis and use.
