On September 22, 2020, President Trump issued Executive Order 13950, “Combating Race and Sex Stereotyping.” The Executive Order sets forth the policy of the United States “not to promote race or sex stereotyping or scapegoating” and prohibits federal contractors from instilling such views in their employees in workplace diversity and inclusion trainings. Consistent with Executive Order 13950, the U.S. Department of Labor published a Request for Information to seek information from federal contractors, federal subcontractors, and employees of federal contractors and subcontractors regarding their training, workshops, or similar programming provided to employees. Specifically, the Request for Information seeks copies of trainings, workshops, or similar programing having to do with diversity and inclusion, as well as information about the duration, frequency, and expense of such activities. In addition to responding to the Request for Information, any individual or group can file a complaint via a new hotline for reporting race and sex stereotyping and scapegoating. The hotline receives complaints by phone at 202-343-2008 and email at OFCCPComplaintHotline@dol.gov. Third parties can file a complaint on behalf of an individual or a group. Submissions to the hotline will be kept confidential to the fullest extent permissible by law.

Complaints received under Executive Order 11246 will be investigated following OFCCP’s normal complaint procedures, including the completion of a complaint form available at www.dol.gov/agencies/ofccp/contact/file-complaint.
