The Office of Planning, Research, and Evaluation (OPRE) studies Administration for Children and Families (ACF) programs and the populations they serve through rigorous research and evaluation projects. These include evaluations of existing programs, evaluations of innovative approaches to helping low-income children and families, research syntheses, and descriptive and exploratory studies.

OPRE is committed to the principles of rigor, relevance, transparency, independence, and ethics in the conduct of evaluations. The ACF Evaluation Policy governs our conduct and use of research as a federal evaluation office.
OPRE is dedicated to the responsible management and use of data to improve the effectiveness and efficiency of human services programs. OPRE works to increase the usefulness of data and responsible data analysis.
The Division of Family Strengthening focuses on teen pregnancy prevention, youth development, healthy marriage, responsible fatherhood, family violence, runaway and homeless youth, and home visiting.
The Division of Data and Improvement focuses on increasing the quality, usefulness, sharing, and analysis of data to improve ACF programs and program participants’ outcomes.
Naomi Goldstein is the Deputy Assistant Secretary for Planning, Research, and Evaluation in the Office of Planning, Research, and Evaluation. She serves as ACF’s Chief Evaluation Officer. Goldstein joined ACF as Director of the OPRE Division of Child and Family Development in 2001. She became Director of OPRE in 2004 and Deputy Assistant Secretary in 2015.
