AI&E Academy FY2021 Learning Programs (September 2020)

As the AI&E Academy continues to develop virtual learning programs in response to the COVID-19 Pandemic’s impact on in-person training, the following schedule will be updated. Also, CIGIE member OIG Training Officers will be notified of other possible learning opportunities throughout the fiscal year.

Important Note: The Training Institute of the Council of the Inspectors General on Integrity and Efficiency is registered with the National Association of State Boards of Accountancy (NASBA) as a sponsor of continuing professional education on the National registry of CPE Sponsors for providing Group Live delivery only. CIGIE is currently working to obtain sponsorship for Group Internet programs. As such, at this time, CIGIE cannot provide NASBA-sponsored CPE for its virtual learning programs.

Program Description: This virtual learning program highlights key aspects of CIGIE audit peer reviews per the Guide for Conducting External Peer Reviews of the Audit Organizations of Federal Offices of Inspector (CIGIE Audit Peer Review Guide) to help ensure that those conducting reviews know the process. CIGIE members developed the Audit Peer Review Guide to comply with Government Auditing Standards (Yellow Book) which require agencies performing audits to undergo external peer reviews at least once every three years.

Recommended Attendees: ONLY CIGIE-member audit staff or managers involved in conducting an upcoming external peer review of a CIGIE member or those receiving a review per the CIGIE audit peer review schedule (see www.ignet.gov) can attend. Per the Audit Peer Review Guide the review team’s captain is required to attend the training program to effectively perform the roles and responsibilities associated with the position. CIGIE will contact those OIGs involved to register participants. Staff from non-CIGIE member offices may NOT participate in the training program.

Instructional Delivery: This is a 2-hour virtual learning session delivered through the Zoom platform.

Advanced Preparation: Participants need to review the CIGIE Audit Peer Review Guide posted on www.ignet.gov .

Inspection and Evaluation Peer Review (IEPR)

Program Description: This virtual learning program helps ensure that OIG professionals assigned to conduct a peer review in compliance with the Guide for Conducting Peer Reviews of Inspection and Evaluation Organizations of Federal Offices of Inspector General (CIGIE I&E Peer Review Guide) are equipped to perform their responsibilities. I&E peer review helps ensure CIGIE-member compliance with the Quality Standards for Inspection and Evaluation (Blue Book).

Recommended Attendees: Based on the I&E Peer Review Schedule (found on www.ignet.gov) those OIG’s scheduled to conduct or a receive a peer review will be contacted by the I&E Peer Review Working Group at least 2-months prior to its scheduled participation to identify those individuals who will be participating in an upcoming peer review. CIGIE will register those individuals identified by their OIG.  If your OIG is not involved in conducting or receiving an upcoming I&E peer review, you cannot attend. Staff from non-CIGIE member offices may NOT participate in this training program.

Program Description: This virtual learning program introduces participants to the Inspection and Evaluation (I&E) process and the I&E Navigator, an online tool that will assist them in completing their daily I&E tasks. This program incorporates I&E standards set forth in the CIGIE Quality Standards for Inspection and Evaluation (Blue Book).

Recommended Attendees: CIGIE professionals who are new to conducting I&E work or have not completed an entire inspection or evaluation in compliance with Blue Book standards should attend this learning program. This training is not designed for CIGIE-member audit professionals who only conduct work under Government Auditing Standards.

Instructional Delivery: This is a 2-hour virtual learning session delivered through the Zoom platform.

Advanced Preparation: Participants should review the Blue Book (see www.ignet.gov) prior to attending class.

Program Description: This virtual learning program builds upon Jumpstarting I&E and engages participants by working through in-depth exercises and application of the processes and tasks involved in performing daily I&E work.

Recommended Attendees: Only CIGIE I&E professionals who have completed an inspection or evaluation project from planning through follow up may register for this class. The training is not designed for CIGIE audit professionals who only conduct work under Government Auditing Standards.

Instructional Delivery: This is a 2-hour virtual learning session delivered through the Zoom platform. Prerequisites: Attendees must have completed Jumpstarting I&E and provide documentation of completion to register for this class.
