Grant Writing

Virtual Training

AAHA will host a three (3) day online training on Grant Writing for Tribal Housing Programs and Tribally Designated Housing Entities. Topics to be covered will include: researching government & private (HUD, USDA, DOE, BIA) project grant opportunities, federal regulations, work flow, working Summary of the Notice, review processes, preparing the Project Narrative (Program Development and Logic Model, Need Statement, Project Description, Goals and Objectives, Outcomes and Evaluation), preparing the Abstract and Attachments, budget forms and narratives and professional ethics.

Meth Decontamination & Remediation

Virtual Training

Manufacturing or smoking methamphetamine (meth) contaminates residential properties with dangerous and toxic chemical compounds that become airborne and deposit onto walls, ceilings, appliances, floors and carpet, mattresses and any personal possessions exposed. The presence of these chemicals poses a health risk to occupants and a potential liability to property owners. AAHA is hosting a two (2) day virtual training on Methamphetamine Decontamination. This training course will cover aspects of meth lab and meth user (smoking) site decontamination/remediation and clean up. Attendees of the course will learn the tools and skills necessary to decontaminate a building or dwelling where meth has been smoked or produced.

Intermediate Financial Management and Reporting

Virtual Training

NAIHC will host a Two (2) day virtually delivered training on Intermediate Financial Management & Audit Preparation. The training will deliver highlights of best practices to ensure that the management and accounting of the NAHASDA funds are being observed and practiced in accordance with the NAHASDA statute and regulations. Participants will be given resources and tools that the HUD/ONAP program recipients (Tribes and TDHEs) can utilize to employ best practices in the fiscal and internal control management of their IHBG funds, understand and put into practices generally accepted accounting principles (GGAP) for Government accounting and understand the tools and procedures to ensure audit readiness and preparedness for the annual audit of Financial Statements and Single Audit. The training will include a review of relevant sections of the 2 CFR Part 200 Uniform Guidance on audit requirements, review of internal controls, expenditure compliance, financial record keeping, the latest OMB Compliance Supplement for the NAHASDA program, and Year-end closing processes.

Executive Director

Virtual Training

The training will cover the key roles and responsibilities of Executive Directors of TDHEs or Tribal housing departments on the day-to-day management and oversight of the NAHASDA funded programs and key elements of compliance. It will also describe the expected reporting and relationships to the Tribal leadership (Tribal Council and/or Board of Commissioners) and HUD.

NAHASDA Intermediate

Virtual Training

This virtual 4-day training will provide attendees with comprehensive information regarding NAHASDA.
Participants will become familiar with all program activities, including rental housing, homebuyer programs,
rehabilitation, and housing and crime prevention services. Other major topics that will be covered include the IHBG
formula, eligible program participants, income verifications, other federal requirements, financial management and
program administration. This foundational course will acquaint tribal and TDHE staff with the basic requirements of
the IHBG Program and opportunities that are available.

Admissions & Occupancy
Virtual Training

AAHA is hosting an exciting and interactive three (3) day online training with December 4th (12/4/20) being available for participants to schedule a one-on one session with the trainer. The course will cover Admissions and Occupancy program management with topics to include the application and selection process, eligibility for housing assistance, calculating annual income, determining monthly rental or homeownership payments, occupancy standards, effective communication techniques with residents, lease agreement compliance, and collections. The course will also examine how maintaining high standards in the Admissions and Occupancy program affects the overall management of tribal housing programs.  Participants are encouraged to have calculators and a copy of their Admissions and Occupancy policies available so they can practice applying them to case studies and role-playing exercises presented during this course.

Low Income Housing Tax Credits

The course will focus on how to develop, finance and manage Tribal affordable housing projects primarily utilizing NAHASDA, Low Income Housing Tax Credit Program (LIHTC), and other gap financing programs. Discussion will include the necessary steps when planning an affordable housing project, information about how to prepare for and navigate the LIHTC application and closing process; secure appropriate GAP financing, leverage NAHASDA funds; manage investor expectations; and comply with program rules and requirements.

NAHASDA Intermediate

Virtual Training

The purpose of this NAHASDA Intermediate training is to provide a deeper dive, emphasizing practical application, on a handful of selected NAHASDA compliance topics for which recipients may often have more questions after a brief overview in a NAHASDA Essentials training. In this version of the training, some of the selected topics include: a review of the non-discrimination laws cited in NAHASDA including the requirements of Section 504 of the Rehabilitation Act of 1973; the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970; selected topics and updates pertaining to the Uniform Administrative Requirements (2 CFR 200), including the application of internal controls as defined in 2 CFR 200.303; Total Development Costs (TDCs); “useful life” provisions, and other selected topics. The training will be combination of lecture, discussion and application exercises.

Environmental Reviews for COVID-19 Projects Webinar

Webinar

The Office of Environment and Energy (OEE) is hosting a webinar to inform responsible entities and program recipients on environmental review requirements and procedures for HUD-assisted projects during the COVID-19 emergency. 

Participants will learn:

  • How to apply Notice CPD-20-07 to determine the appropriate level of review for COVID-19 projects
  • How to comply with Section 106 of the National Historic Preservation Act for COVID-19 projects
  • About temporary public notice and comment procedures during the public health emergency

Permanent Supportive Housing

This two day training  is designed to support the development of permanent supportive housing projects to serve tribal homelessness on reservations. Tribal Housing Authority staff and any other Tribal departments staff and/or Tribal Council will gain an understanding of permanent supportive housing. They will be engaged in and committed to the development and implementation of a PSH project. Students will gain a clear understanding of funding sources available for PSH along with a timeline and a funding plan.

Environmental Review Workshop

Virtual Training

The purpose of this online, 3-day Environmental Review training is to provide HUD recipients with the necessary skills to ensure full compliance with the requirements of 24 C.F.R. Part 58. Participants will become familiar with: responsibilities of entities, achieving compliance with NEPA and related laws, Executive orders, and regulations; preparing environmental review records; making environmental review determinations, identifying environmental impacts; the consultation process, public notice and comment periods; and processing the request of the release of funds.
