Message from the Administrator

The Southern Plains Office of Native American Program (SPONAP) works diligently with our clients and takes great pride in the relationships we have developed with the Tribes, Tribally Designated Housing Entities (TDHE) and regional associations within our jurisdiction. It is an honor to work with a committed group of professionals with a wide diversity of backgrounds.

SPONAP is committed to forging new partnerships and strengthening those already in existence. As the regional office for HUD's Office of Native American Programs, SPONAP is dedicated to fulfilling the mission of HUD and we can only accomplish this through transparent collaboration and relying on you, our tribal partners, to deliver HUD's Native American Programs.

SPONAP is comprised of three major components:

  1. Grants Evaluation Division -- responsible for review of Audits, Annual Performance Reports (APR), Self-Monitoring guidelines and conducting regulatory required program monitoring and providing technical assistance as needed.
  2. Grants Management Division – provides Technical Assistance and Training related to NAHASDA Indian Housing Block Grant implementation, Indian Housing Block Grant Competitive program, Tribal HUD/Veterans Assistance Supportive Housing (Tribal HUD-VASH), the Indian Housing Plan (IHP) and Indian Community Development Block Grant implementation;
  3. The office of the Administrator – responsible for Presidential and Secretarial initiatives such as EnVision Centers, Promise Zones, Opportunity Zones and ConnectHome. Also, provides guidance and technical expertise for the Section 184 loan program, Title VI, Green Development Initiatives, Veteran Stand Downs, Benefit Fairs and facilitates responses to FOIA requests and Congressional Inquiries.

Each Tribe/TDHE has a team of specialists comprised of Grants Evaluation and Grants Management staff that work in partnership to ensure SPONAP is providing the best service possible. As civil servants, we are here to assist you.

Through our collective efforts, HUD funding and tribal programs will provide opportunities for Native Americans to prosper, gain self-sufficiency and participate in the American Dream of homeownership. It is in our best interest to see Native communities growing and flourishing.
