New Foster Care Provisions in the Every Student Succeeds Act

The Department of Education recently issued a letter that addresses the new foster care provisions of the Every Student Succeeds Act (ESSA) which go into effect on December 10, 2016. This letter is important to FYSB’s Runaway and Homeless Youth grantees because it explains the removal of “awaiting foster care placement” from the definition of “homeless children and youth” in the McKinney-Vento Act and highlights that children who are awaiting foster care placement and currently eligible for McKinney-Vento services should have a seamless transition to receiving transportation services under Title I.
