The individual, in his 60s, tested positive on November 16, was admitted to a Bismarck hospital due to progression of symptoms on November 25, and passed away on December 4.

Gov. Doug Burgum, in conjunction with the North Dakota Department of Health (NDDoH), announced today that North Dakota has submitted its COVID-19 vaccination plan to the Centers for Disease Control and Prevention (CDC). The plan can be found at health.nd.gov/covidvaccine.

Routine surveillance testing conducted this week by the North Dakota Department of Corrections and Rehabilitation (ND DOCR) has revealed an increase among staff and residents who are currently positive for COVID-19. As of October 16, 2020, active positive cases totaled 80 (37 staff, 43 residents). This represents a net increase in positive cases of 54 (12 staff, 42 residents) from the last week. No staff or residents are currently hospitalized due to COVID-19.

North Dakota Chief Information Security Officer Kevin Ford announced today that anti-malware software is available to all K-12 schools in North Dakota at no cost. NDIT is able to provide installation, licenses and self-service access for schools due to enhanced capabilities and a unified, statewide approach to cybersecurity strategy. Previously a small fee was required per device; however, that requirement is being removed due to increased threats tied to the pandemic and more widespread virtual learning.

On Aug. 3, the North Dakota Emergency Commission approved the Department of Human Services’ request for an additional $12 million in remaining Coronavirus Aid, Relief, and Economic Security (CARES) Act funding to again extend the state’s Child Care Emergency Operating Grant program. The funding also requires approval from the Legislature’s Budget Section, which meets Aug. 13.

The North Dakota Department of Corrections and Rehabilitation (DOCR) is utilizing a phased strategy approach to resume visitation at its facilities. The Youth Correctional Center (YCC) began outdoor visitation June 27 and Missouri River Correctional Center (MRCC) is set to begin outdoor visitation July 3. James River Correctional Center (JRCC) and North Dakota State Penitentiary (NDSP) are finalizing plans to resume visitation.

As skilled nursing, basic care and assisted living facilities move through North Dakota’s phased-in reopening approach, state agency officials, industry leaders, facility residents, their family members and advocates continue to work together to find a balance between residents’ health, safety, well-being and rights.

The North Dakota Department of Health (NDDoH) is hosting two free mass testing events this week in partnership with the North Dakota National Guard, local public health units and local community leaders.

The Collette Fitness Center located on the Life Skills and Transition Center (LSTC) campus in Grafton will reopen for members only on Monday, July 6, with modified operating procedures and cleaning and sanitation protocols as outlined in the ND Smart Restart guidelines for fitness centers. The center closed on March 16 due to the COVID-19 pandemic.

In an effort to safely reunite individuals living at the Life Skills and Transition Center (LSTC) in Grafton with loved ones, the center recently modified its on-site visitation guidelines and launched a pilot project that allows for in-home visits under certain circumstances. The center is part of the North Dakota Department of Human Services and provides residential and support services to people with intellectual and developmental disabilities.

Gov. Doug Burgum today signed an executive order that extends the renewal date for motor vehicle registrations and driver licenses that expired on or after March 1, 2020. The new renewal date is Aug. 31, 2020.

Gov. Doug Burgum today announced all renewals for vehicle registration and driver licenses, which expired March 1 or later, have been extended until August 31. 

This new executive order takes the place of Executive Order 2020-07 which waived expiration dates for vehicle registration and driver licenses during the state of emergency.

The new school year will be here before you know it and the North Dakota Department of Health (NDDoH) would like to remind parents to make sure their children are up to date on immunizations.

The North Dakota Department of Human Services is encouraging all health care providers who provide services to North Dakota Medicaid members to apply for Coronavirus Aid, Relief, and Economic Security (CARES) Act provider relief funds through the federal Department of Health and Human Services. The funds aim to support hospitals, clinics and other health care providers on the front lines of the COVID-19 pandemic. 

The North Dakota Public Service Commission (PSC) approved an advisory that extends the time period required for testing commercial weighing and measuring devices during the COVID-19 public health disaster. 

In recognition of World Elder Abuse Awareness Day (WEAAD) on June 15, North Dakota Securities Department reminds financial professionals and the public throughout North Dakota that heightened isolation and loneliness during the COVID-19 pandemic have created conditions conducive to the financial exploitation of seniors.

Income eligibility guidelines for the North Dakota Special Supplemental Nutrition Program for Women, Infants and Children (WIC) have increased based on changes in the federal poverty levels.  The change increases the amount of income a family can make and still qualify for services. Effective June 1, 2020, a family of four can earn up to $4,040 each month (or $48,470 annually) and meet the new WIC income eligibility requirements.

The State Historical Society of North Dakota announces the reopening of the North Dakota Heritage Center & State Museum on June 22. In alignment with the North Dakota Smart Restart plan, the State Museum and the James River Café will be open to the public from 9 a.m. to 4 p.m. on weekdays and 11 a.m. to 4 p.m. on weekends. The State Archives will be open from 9 a.m. to 4 p.m. weekdays and on the second Saturday of each month from 11 a.m. to 4 p.m.

Gov. Doug Burgum today signed an executive order that modifies restrictions on visitation at long-term care facilities in North Dakota during the COVID-19 pandemic, allowing for a phased approach to resuming visitation as outlined in the state’s Vulnerable Population Protection (VP3) Plan.

The North Dakota Department of Human Services’ Behavioral Health Division was recently awarded a Crisis Counseling Program (CCP) grant from the Federal Emergency Management Agency (FEMA) to support the behavioral health of North Dakotans impacted by the COVID-19 pandemic. Through this grant, the division is launching Project Renew, a partnership with Lutheran Social Services of North Dakota, to provide free and anonymous brief support services to individuals throughout the state.

Gov. Doug Burgum today congratulated the 290 high school women from 21 schools who participated in this year’s Girls Go CyberStart competition sponsored by the SANS Institute. This program is designed to help young women develop creative thinking and problem-solving skills through a series of online cybersecurity challenges.

To help guide best practices as recommended by the Governor Doug Burgum’s ND Smart Restart plan as well as comply with Centers for Disease Control and Prevention (CDC) guidelines, the North Dakota University System has launched a task force led by Dr. Joshua Wynne to implement a three-tiered approach to re-opening North Dakota campuses. The task force held its first meeting Friday of last week.

The State Historical Society of North Dakota announces the opening of most state historic sites on May 23. In alignment with the North Dakota Smart Restart Campaign, the agency will open all interpretive centers except the Ronald Reagan Minuteman Missile State Historic Site near Cooperstown and the State Museum in Bismarck. The missile site will open June 15.

The North Dakota Parks & Recreation Department announces the opening of the Lewis & Clark Interpretive Center and Fort Mandan on May 21.  In alignment with the North Dakota Smart Restart Campaign, the building will be open Tuesday-Sunday from 7:00 am to 7:00 pm until further notice to allow for additional deep cleaning. Visitors are asked to keep a six-foot distance from other visitors during their visit.

Gov. Doug Burgum today announced an emergency rule change that will allow residents of basic care facilities in North Dakota to keep the Economic Impact Payments provided as part of the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act.

Job Service North Dakota uses multiple types of fraud identification and prevention tools, but the most effective fraud prevention tool available is North Dakota’s employers. 

The North Dakota State Hospital (NDSH) in Jamestown recently completed a two-day COVID-19 testing event of patients and staff. Nearly 500 tests were administered by the hospital’s 20-person testing team of nurses, infection control specialists, administrators and other key team members.

State Health Officer Mylynn Tufte today issued two amendments to previously issued state health officer orders.

The Department of Mineral Resources has established the Bakken Restart Task Force to facilitate rapid recovery of the oil and gas industry and supporting sectors impacted by COVID-related demand shock.

The task force includes Mineral Resources, Public Service Commission, Environmental Quality, Trust Lands, Pipeline Authority, Office of Management and Budget, Tax Department, Commerce, Bank of North Dakota and input requested from various industry subject matter experts.

The North Dakota Department of Commerce received more than 11,300 responses from the North Dakota COVID-19 Community Impact Survey. 

 Commerce in partnership with other agencies, issued the statewide survey in April to gain a better understanding of how the novel coronavirus (COVID-19) pandemic is impacting communities and individuals across the state.

The North Dakota Parks & Recreation Department announces the reopening of state park campgrounds. In alignment with the North Dakota Smart Restart Campaign, the department will be opening all campgrounds, except Little Missouri State Park, on May 9 for no-service camping. Starting May 21, all parks will be opened with limited service for this season.

Despite there being fewer vehicles on the road due to COVID-19, the North Dakota Highway Patrol (NDHP) has seen an increase in speeding citations issued for drivers exceeding the speed limit by over 10 mph. From March 15 to April 15, 2020, citations issued for speeds in excess of 10 mph have increased by 38% when compared to a 3-year average (2016-2018) of the citations issued during the same time period.

This money provides a tremendous relief source for schools and communities to address needs that have arisen due to COVID-19 as well as plan for the future.

The North Dakota Department of Human Services has expanded access to telehealth services to provide medically-necessary behavioral health services to vulnerable North Dakotans during the COVID-19 pandemic. Telehealth services are offered by the department’s eight regional behavioral health clinics and four satellite clinics in the state. Each clinic offers behavioral health services focused on chronic disease management and behavioral health crises services.

Gov. Doug Burgum today signed an amended executive order providing additional guidance for businesses that are resuming or continuing operations under the “North Dakota Smart Restart” protocols developed in collaboration with the business community to address the COVID-19 pandemic.

The North Dakota Department of Health (NDDoH) and Vitalant are asking individuals who previously tested positive for COVID-19 and have recovered to consider donating their plasma, also known as convalescent plasma. There is currently no proven treatment for COVID-19, but the Food and Drug Administration is allowing the transfusion of convalescent plasma as an investigational treatment. It’s currently the only antibody treatment available for COVID-19 patients.

The North Dakota Industrial Commission today authorized the Bank of North Dakota (BND) to provide two financing programs to assist North Dakota businesses in obtaining long-term, low-interest loans to assist in the state’s economic recovery from the COVID-19 pandemic. The loan programs will help both small and large businesses to secure working capital and replenish inventory. The programs will be effective Wednesday, April 29, 2020

Congress has passed an amendment to the Coronavirus Aid, Relief, and Economic Security (CARES) Act that enables agricultural businesses with 500 or fewer employees to participate in the Small Business Administration’s Economic Injury Disaster Loan (EIDL) program. The bill includes an additional $60 billion for the EIDL program.

The North Dakota State Council on Developmental Disabilities is concerned about the added challenges the COVID-19 pandemic is creating for individuals with developmental disabilities, their families and the organizations providing services to them. The North Dakota Department of Health (NDDoH) today reported the first confirmed death of a North Dakota resident due to COVID-19, the disease caused by the novel coronavirus. The death occurred in a man in his 90s from Cass County who had underlying health conditions and acquired COVID-19 through community spread, meaning the source of infection was unknown.

On March 24, 2020, Governor Doug Burgum signed an Executive Order removing spring weight restrictions on state highways. This order will result in purchasers receiving a refund on permits for ton mile fees on spring weight restrictions for loads starting on or after March 24. Haulers who purchased an oversize permit with a start date of March 24, 2020 or later, that incurred ton mile fees due to spring weight restrictions will automatically receive a refund. The North Dakota Department of Commerce today announced that the Small Business Administration has declared an economic disaster in North Dakota in response to the recent novel coronavirus (COVID-19) health crisis.

The North Dakota Department of Health (NDDOH) today confirmed eight additional cases of novel coronavirus disease (COVID-19) in residents from Burleigh and Morton counties. Six individuals have a history of travel and two individuals are community spread. So far in North Dakota, 508 individuals have been tested, 493 were negative, 15 are positive and 1 of the individuals is hospitalized.

Gov. Doug Burgum today urged North Dakotans to take precautions to protect themselves and especially senior citizens and other populations who are particularly vulnerable to the coronavirus disease, COVID-19.

Over the weekend, the North Dakota Department of Health (NDDoH) public health lab-tested four individuals for novel coronavirus disease (COVID-19). All tests came back negative. Regularly updated information on COVID-19, including the total number of individuals tested, can be found at www.health.nd.gov/coronavirus.

The North Dakota Department of Health (NDDoH) is asking travelers returning from countries with Centers for Disease Control and Prevention (CDC) level 3 or 2 travel warnings to monitor themselves for symptoms of COVID-19. These individuals should limit their exposure within their communities and, depending on the country visited, stay home for 14 days. Currently, these countries include China, Iran, Italy, South Korea and Japan.

The ND Department of Health hosted a press conference on Tuesday, March 3, with Governor Doug Burgum to discuss COVID-19 and the state's readiness, prevention and response efforts.

The North Dakota Department of Health (NDDoH) continues to proactively and carefully monitor travelers from China in North Dakota daily and plan for community spread of COVID-19. Currently, nine individuals are being monitored and zero cases of COVID-19 have been reported in North Dakota. The term “monitoring” means the individual has a travel history from China but does not currently have any symptoms.

The North Dakota Department of Health (NDDoH) continues to provide surveillance to more quickly identify people infected with coronavirus (2019-nCoV). The NDDoH has received notifications from the Centers for Disease Control and Prevention (CDC) regarding people arriving in North Dakota from China and is actively monitoring these individuals daily.

The North Dakota Department of Health (NDDoH) continues to engage in a coordinated statewide response with local, state and private partners to prepare for a potential coronavirus outbreak. The risk of coronavirus infection for people in the United States remains low. Currently there are no persons under investigation in North Dakota.

With recent cases of 2019 novel coronavirus being reported in several countries, including the U.S., North Dakota health officials are working in collaboration with the Centers for Disease Control and Prevention to monitor the situation. There are no suspect or confirmed cases in North Dakota at this time. So far in the United States there have been five people from four states reported to be infected.  No fatalities have been reported and all five people had traveled to the Wuhan area.
